A. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Proclaim the month of October 2010 as Meet the Blind Month and October 15, 2010 as White Cane Safety Day.
B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Receive minutes from various boards and commissions:
Destination Management Meetings of 05/20/10 and 06/08/10
2. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
3. Approve licenses as recommended by the City Clerk’s Office.
4. Approve appointments as recommended by the Mayor.
5. Bid and purchase items:
a) Award the bid for Bid Number B1049 Project UT1002DS, Indiana Street Waterline Crossing at 6th Street, to the low bidder, NJ Trenching Inc., in the amount of $62,096.00 and authorize the City Manager to execute the contract. Bid Memo & Attachments
6. Adopt on second and final reading, Ordinance No. 8578, allowing the temporary possession and consumption of alcoholic liquor on the public right-of-way during the KU Pep Rally on October 21, 2010 in the 1000 Block of Massachusetts Street.
7. Approve Comprehensive Plan Amendment, CPA-4-2-10, to update Chapter 14 – Specific Plans to correct references made to the previous Chapter 13 – Implementation regarding the adoption process for plans. The reference needs to be updated to refer to Chapter 17 – Implementation. This was an oversight when the chapter was renumbered and was identified as a work item in the annual review of the Comprehensive Plan. Initiated by Planning Commission on 4/26/10. Adopt on first reading, joint City Ordinance No. 8542/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-4-2-10) to Update Chapter 14 – Specific Plans to correct references made to the previous Chapter 13 – Implementation regarding the adoption process for plans. 8. Approve Comprehensive Plan Amendment, CPA-4-3-10, amending Chapter 7 – Industrial and Employment Related Land Uses to be consistent with the approved K-10 & Farmer’s Turnpike Plan to include the expanded Santa Fe Industrial Area and I-70 and K-10 industrial area identified in the sector plan. This was an identified work item in the annual review of the Comprehensive Plan. Adopt on first reading, joint City Ordinance No. 8562/County Resolution No. ____, for Comprehensive Plan Amendment (CPA-4-3-10) amending Chapter 7 – Industrial and Employment Related Land Uses to be consistent with the approved K-10 & Farmer’s Turnpike Plan to include the expanded Santa Fe Industrial Area and I-70 and K-10 industrial area identified in the sector plan. 9. Authorize the Mayor to sign a Release of Mortgage for BJ Spencer, 3409 W. 10th Street. Staff Memo
10. Approve as “signs of community interest”, a request from the Pilot Club of Lawrence for signs in the public right-of-way on the northwest corner of 23rd and Harper on the US Bank property advertising the Antique Show and Sale. The sign would be placed on October 22, 2010 and removed on October 23, 2010.

1. Receive presentation from Westar Energy on the Smart Grid program.
ACTION: Receive presentation.
2. Consider the de-annexation, A-6-1-10, of approximately 2.4 acres, located at 1820 N 3rd Street, legally described as: the north 90 feet of the southwest quarter of the southeast quarter of Section 18, Township 12 South, Range 20 East, of the sixth principal meridian. Submitted by Eugene F. Reding, property owner of record. Adopt on first reading, Ordinance No. 8579, for the de-annexation (A-6-1-10) of approximately 2.4 acres, located at 1820 N 3rd Street. ACTION: Receive Planning Commission recommendation and act on request to approve the de-annexation (A-6-1-10) and adopt on first reading, Ordinance No. 8579, if appropriate.

Board of Zoning Appeals/Sign Code Board of Appeals:
Two vacancies for positions that expired 09/30/10.
Community Commission on Homelessness:
Three vacancies that expired 06/30/10 (these terms were extended to finish work on the Housing Vision. Replacement terms will expire 12/31/12). Two vacancies for terms that expire 12/31/11.
Community Development Advisory Committee:
One position expires 09/30/10 and is not eligible for reappointment. This position is dedicated for a Low/Mod Area Representative. Two vacancies for at-large positions that expired 09/30/10 and 09/30/11. One additional term expired 09/30/10.
Convention and Visitors Bureau Advisory Board:
One vacancy for a term that expired 07/01/10. One vacancy for an un-expired position that ends 07/01/12.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11. Both positions are at-large positions.
