Please include the following item on the City Commission agenda for consideration at the October 12, 2010 meeting:
Award the bid for Bid Number B1049 Project UT1002DS, Indiana Street Waterline Crossing at 6th Street to the low bidder NJ Trenching Inc. in the amount of $62,096.00 and authorize the City Manager to execute the contract.
Project Details/History
The existing 14” cast iron water transmission main currently in service on Indiana Street from W. 3rd Street south to W. 8th Street was constructed in 1886. This water main is part of the transmission system to provide water to the Harper Street water tank and to areas on the south and east side of Lawrence. Based on the age and maintenance history, Utilities staff are constructing a new 12” ductile iron water main as a part of the 2010 in-house water main replacement program.
This section of the project pertains to the boring of the 12” ductile iron water main in 20” steel casing on Indiana Street crossing 6th Street (see Exhibit). 6th Street is KDOT HWY US-40 Right of Way. BG Consultants were tasked with developing plans, specifications, obtaining a KDOT permit and a construction estimate.
Project Status
On September 28, 2010 bids were received from the following (4) bidders. The bids were opened and publicly read aloud.
Engineer’s Estimate $62,966.00
NJ Trenching Inc. $62,096.00
Nowak Construction $70,735.40
Lineweaver Construction $64,106.00
Heartland Midwest $80,891.00
BG Consultants has reviewed the bids and qualifications of the low bidder and, per the attached letter and bid tabulation, recommend awarding the bid to the low bidder NJ Trenching Inc.

Project schedule is dependent on execution of contract documents, issuance of Notice to Proceed and weather conditions during construction.
Project Funding
The project will be funded from the 2010 Utilities Department Operations and Maintenance Budget for Water Distribution.
