c) Authorize the City Manager to execute an Engineering Services Agreement with Burns & McDonnell in the amount of $45,329 for Design and Construction Phase Engineering Services, Project UT0915KW – North Final Electrical and Kaw Well Field Electrical Improvements (Kaw Water Treatment Plant). 6. Adopt on first reading, Ordinance No. 8561, allowing the jail fees assessed pursuant to Section 12-105 of the City Code, to automatically be set at the levels actually charged the City by Douglas County. Staff Memo & Attachments
7. Adopt the following ordinance(s) on second and final reading:
a) Ordinance No. 8304, for Text Amendment (TA-12-27-07) to various sections of the City of Lawrence Land Development Code, Chapter 20, to revise the Protection Standards for Environmentally Sensitive Areas, to provide more precise definitions, and to include incentives for protection of sensitive lands beyond that required by Code. (PC Item 5; approved 8-0-1 on 6/21/10) Incorporation By Reference
b) Ordinance No. 8554, for the Rezoning (Z-5-6-10) of approximately .412 acres from IG (General Industrial) to RS7 (Single-Dwelling Residential), located at 302 Perry Street. (PC Item 1; approved 7-0-1 on 7/26/10)
c) Ordinance No. 8555, rescinding Ordinance No. 7849, that established a Reserved Parking Zone for Persons with Disabilities, on the west side of Vermont Street in front of 1505 Vermont Street.
d) Ordinance No. 8556, amending Resolution 6803 and Ordinance 8351 to allow the city to assess the actual cost of Kelly Drive.
8. Approve unanimous recommendation from the Traffic Safety Commission for the following:
a) Establish a yield sign on Melrose Lane at 25th Street and adopt on first reading Ordinance No. 8559, establishing a yield sign on Melrose Lane at 25th Street. 08/02/10 TSC Materials - Item #2
b) To not establish a yield sign on Crestline Drive at 24th Terrace. 08/02/10 TSC Materials - Item #3
c) Approve traffic calming devices on 25th Terrace between Kensington Road and Surrey Drive. Because this item is currently unfunded it will not proceed to construction until funds are budgeted for construction. 9. Authorize application for Midwest Region Alternative Fuels Project, DOE Award DE-EE0002538. Staff Memo

I. CURRENT VACANCIES – BOARDS/COMMISSIONS:
Listed below are existing and upcoming vacancies on City of Lawrence Boards and Commissions. Building Code Board of Appeals:
One term expires 07/30/10 and is not eligible for reappointment.
Community Commission on Homelessness:
Three vacancies that expired 06/30/10 (these terms were extended to finish work on the Housing Vision. Replacement terms will expire 12/31/12). Two vacancies for terms that expire 12/31/11.
Community Development Advisory Committee:
Two positions, held by Marshall and Polson, expire 09/30/10. Both are eligible for reappointment to additional terms. Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.
Convention and Visitors Bureau Advisory Board;
Five terms expire 07/01/10. Adams, Johnston, and Schumm are eligible for reappointment to additional terms.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11. Both positions are at-large positions.
One vacancy that expired 09/30/09.
Lawrence Cultural Arts Commission:
One vacancy for a position that expires 01/31/11.
Lawrence Douglas County Advocacy Council on Aging:
Three positions are currently vacant.
One vacancy expired 04/30/10.
Social Services Advisory Board:
Four vacancies for positions that expire 04/30/12. These positions are at-large positions.
