Affirm the findings for publication of CPA-11-8-11 expanding the identified boundaries of Downtown Lawrence. |

Executive Summary: |
This application for CD (Downtown Commercial) District zoning with a PD (Planned Development Overlay) [CD-PD] zoning is part of a redevelopment request for the redevelopment of 16.116 acres located along the northern bank of the Kansas River, west of the N. 2nd Street bridge.
A similar rezoning request was approved by the City Commission in 2012. The earlier rezoning application was for conventional zoning, which did not include a planned development overlay. The 2012 rezoning was conditionally approved subject to the submission and approval of project-specific design guidelines. This current request (Z-18-00505) has been submitted to replace the previous 2011 applications. The purpose of the planned development overlay is to provide appropriate public design review of the project through the development plan process, equal to the project-specific design guidelines.
Related to this request is a previously approved comprehensive plan amendment (CPA-11-08-11), preliminary plat (PP-18-00504), and a preliminary development plan application (PDP-18-00506). The preliminary plat has been deferred and will be added to a future agenda. That deferral allows the applicant and the City of Lawrence an opportunity to further review development phasing as it relates to the transfer of land from the City to the developer.
The Planning Commission considered this rezoning item at their December 19, 2018 meeting and voted 9-1 to forward the rezoning request to the City Commission with a recommendation for approval. There were no recommended conditions of approval. |
