Recommendations/Options/Action Requested:

Award Bid No. B1823 for 19th Street Reconstruction – Phase B and Iowa Street & 19th Street Pedestrian Tunnels (CIP #PW18E7) to RD Johnson Excavating in an amount of $6,033,878.95. 

 

Approve Amendment No. 7, in the amount of $65,000, to Professional Engineering Consultants for additional services related to CIP #PW18E7.

 

Authorize the Mayor to execute a Supplemental City/State agreement between the City of Lawrence and the Kansas Department of Transportation for the construction of the 19th Street and Iowa Street Pedestrian/Bicycle Tunnel Project.

 

Executive Summary:

 

This project ties City improvements to 19th Street and KDOT-funded Tunnel improvements for Contractor efficiency and ease of traffic control. The scope includes:

·         19th Street Reconstruction (including pavement, sidewalk/trail, drainage, and utility improvements) from Iowa Street to Naismith Drive,

·         Northbound Right Turn Lane from Iowa Street to 19th Street

·         Traffic Signals at 19th Street/Iowa Street and 19th Street/Stewart Avenue

·         Pavement Replacement at Fire Station #5

·         Pedestrian Tunnels under Iowa Street and 19th Street

The general plan and typical section of 19th Street will include three (3) traffic lanes and bike lanes.

The project will be completed in two construction phases:

·         Phase 1: 19th Street Construction from Iowa Street to Ousdahl Road and East Portion of Tunnel under Iowa Street.

·         Phase 2: 19th Street Construction from Ousdahl Road to Naismith Drive, 19th Street Construction from Constant Avenue to Iowa Street, and West Portion of Tunnel under Iowa Street.

 

During construction, the contractor will provide access to adjacent properties with access adjacent to 19th Street. The early start date for the project is January 7, 2019, with no impacts to the roadway allowed before March 11, 2019. The calendar substantial completion date is August 2, 2019.

 

Additional engineering services were required to avoid major fiber optic utility relocations and to develop plans for replacement of Fire Station #5 parking lot.

 

KDOT has provided an additional $271,382.00 in federal funds to the project (attached Supplemental Agreement).

Fiscal Impact (Amount/Source):

The fiscal impact to the City for construction is $6,033,878.95. This item is included in the 2018 CIP (PW18E7) to be funded with Capital Improvement Reserve Funds, utility funds, and Intergovernmental Grants.

 

The fiscal impact to the City for additional engineering services is $65,000.
