1.       Approve City Commission meeting minutes from 12/20/16.

 

2.       Receive minutes from various boards and commissions:

 

Affordable Housing Advisory Board meeting of 11/14/16

Public Health Board meeting of 10/17/16

 

3.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

4.       Approve licenses - updated 12/30/16 as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Award Bid No. B1642, for the purchase of two (2) F550 Ford Trucks and spreaders for the Public Works Department Street Division, to Laird Noller Ford, in an amount of $103,164.00.   Bid Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 9325, repealing sections of the City’s code that are now covered in the Economic Development Policy

 

8.       Adopt the following resolutions:

 

a)       Resolution No. 7182, approving the transfer from WOW! to Midco of the City’s Telecommunications Franchise Contract, subject to the conditions set forth in the resolution.   Staff Memo & Attachments

 

b)       Resolution No. 7186, declaring the City’s intent to issue one or more series of its general obligation or special obligation bonds in an aggregate amount not to exceed $5,000,000 to finance a portion of the costs of acquiring, constructing and equipping a facility to be located in the city and occupied by the Lawrence Humane Society, Inc., and authorizing other actions related thereto.   Staff Memo & Attachments

 

9.       Receive request from Brook Creek Neighborhood Association to establish permanent conservation restrictions on Brook Creek Park and refer the request to staff to coordinate reviews by the appropriate advisory boards and commissions.   Staff Memo & Attachments

ACTION:      Conduct public hearing and adopt Ordinance No. 9322 and Ordinance No. 9323 on second reading, if appropriate.

·         Please note:  In accordance with the ordinances adopted in 2016 regarding elections, there will be a City Commission meeting on Monday, January 9, at 5:45 p.m. at which Mayor and Vice-Mayor elections will take place.  This meeting replaces the City Commission meeting originally scheduled for Tuesday, January 10.

 

·         Strategic planning session with city staff and City Commission, Friday, January 13,  2:00 – 6:00 p.m. and Saturday, January 14, 9:00 a.m. – 4:00 p.m.  Location:  Bioscience & Technology Center Conference Room, 2029 Becker Drive.

Affordable Housing Advisory Board

Three positions expired 12/31/16. Two positions are eligible for reappointment and one position is vacant.

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expired 03/01/16 and one vacancy for a position that expires 03/01/19. Two positions expire 03/01/17 and are eligible for reappointment to additional terms.

 

Community Development Advisory Committee:

One vacancy for a position that expires 09/30/18 and is designated for a low/mod area representative.

 

Douglas County Community Corrections Advisory Board:

One vacancy for a position that expired 05/31/16.

 

Douglas County Senior Services Board:

Two positions expire 12/31/16 and are both eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/18 and is designated for a Journeyman Electrician. One vacancy for a position that expired 03/31/16 and is designated for a representative from the Fire/Medical Department. Three positions expire 03/31/17, with one position (Electrical Contractor) becoming vacant, and two positions (at-large rep/Journeyman Electrician) will be eligible for reappointment to additional terms.

 

eXplore Lawrence:

One position expires 12/31/16 and is eligible for reappointment. One vacancy for a position that expires 12/31/18 and is designated for a Full Service Hotel representative.

 

Historic Resources Commission:

Two positions expire 03/01/17 and both are eligible for reappointment to additional terms. Both positions are designated for a Historian.

 

Homeless Issues Advisory Committee:

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Jayhawk Area Agency on Aging:

One position on the Advisory Council expired 09/30/16 and is eligible for reappointment to an additional term.

 

Lawrence Alliance:

One vacancy for a position that expires 11/30/16. Five additional positions expire 11/30/16 and are all eligible for reappointment to additional terms.

 

Lawrence Cultural Arts Commission:

Three positions expire 01/31/17 and are eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy for a position that expires 12/31/17. Five additional positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Mechanical Board of Appeals:

One vacancy for a position that expired 03/31/16. Two positions expire 03/31/17, with one position becoming vacant and one position eligible for reappointment to an additional term.

 

Plumbing Code Board of Appeals:

One vacancy for a position that expired 04/30/16 and is designated for a Journeyman Plumber. One vacancy for a position that expires 04/30/18 and is designated for a Master Plumber.

 

Public Incentive Review Committee:

Two positions expire 01/31/17. One position is eligible for reappointment to an additional term and one position will become vacant. This position is designated for a Financial Analyst.

 

Parks & Recreation Advisory Board:

Two vacancies for positions that expired 12/31/16.

 

Public Transit Advisory Committee:

Two positions expired 12/31/16.

 

Sister Cities Advisory Board:

Five positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Social Service Funding Advisory Board:

Two vacancies for positions that expired 08/31/16.

 

Sustainability Advisory Board:

Four positions expire 12/31/16 and are all eligible for reappointment to additional terms.
