A. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Proclaim the month of January, 2017 as Human Trafficking
Awareness Month.
B. CONSENT AGENDA:
Moved by Commissioner Boley, seconded by Commissioner Herbert, to approve the consent agenda as below. Motion carried unanimously.

1. Approve City Commission meeting minutes
from 12/20/16.
2. Receive minutes from various boards and
commissions:

Housing Advisory Board meeting of 11/14/16
Public Health
Board meeting of 10/17/16
3. Approve all claims. The list of claims will be posted by the
Finance Department on Monday prior to the meeting. If Monday is a holiday, the claims will be
posted as soon as possible the next business day.
4. Approve licenses - updated 12/30/16 as
recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Award
Bid No. B1642, for the purchase of two (2) F550 Ford Trucks and spreaders for
the Public Works Department Street Division, to Laird Noller Ford, in an amount
of $103,164.00. Bid

7. Adopt
on second and final reading, Ordinance No. 9325, repealing
sections of the City’s code that are now covered in the Economic Development
Policy
8. Adopt the following resolutions:
a) Resolution No. 7182,
approving the transfer from WOW! to Midco of the City’s Telecommunications
Franchise Contract, subject to the conditions set forth in the resolution. Staff

b) Resolution No. 7186, declaring the City’s intent to issue one or more series of its general obligation or special obligation bonds in an aggregate amount not to exceed $5,000,000 to finance a portion of the costs of acquiring, constructing and equipping a facility to be located in the city and occupied by the Lawrence Humane Society, Inc., and authorizing other actions related thereto. 9. Receive request from Brook Creek Neighborhood Association to establish permanent conservation restrictions on Brook Creek Park and refer the request to staff to coordinate reviews by the appropriate advisory boards and commissions. Staff Memo & Attachments
C. PUBLIC COMMENT:
ADDRESSING THE COMMISSION: The public is allowed
to speak to any items or issues that are not scheduled on the agenda after
first being recognized by the Mayor. As
a general practice, the Commission will not discuss/debate these items, nor
will the Commission make decisions on items presented during this time, rather
they will refer the items to staff for follow up, if necessary. Individuals are asked to come to the
microphone, sign in, and state their name and address. Speakers should address all
comments/questions to the Commission.

1. Conduct public hearing on the Lawrence Public Library Parking Garage Benefit District. Consider adopting on second reading, Ordinance No. 9322, levying assessments, and Ordinance No. 9323, a Home Rule Ordinance authorizing the issuance of general obligation bonds of the City to provide funds for the pre-payment of certain special assessments relating to the downtown parking garage. ACTION: Conduct public hearing and adopt Ordinance No. 9322 and Ordinance No. 9323 on second reading, if appropriate.

Advisory Board
Three
positions expired 12/31/16. Two positions are eligible for reappointment and
one position is vacant.
Citizen
Advisory Board for Fair and Impartial Policing:
One
vacancy for a position that expired 03/01/16 and one vacancy for a position
that expires 03/01/19. Two positions expire 03/01/17 and are eligible for
reappointment to additional terms.
Community
Development Advisory Committee:
One
vacancy for a position that expires 09/30/18 and is designated for a low/mod
area representative.
Douglas
County Community Corrections Advisory Board:
One
vacancy for a position that expired 05/31/16.
Douglas
County Senior Services Board:
Two
positions expire 12/31/16 and are both eligible for reappointment to additional
terms.

Code Board of Appeals:

vacancy for a position that expires 03/31/18 and is designated for a Journeyman
