Recommendations/Options/Action Requested:

 

Approve the proposed Parks and Recreation Sponsorship Policy, establishing guidelines for the development and approval of sponsorship opportunities in support of Parks and Recreation programs and facilities.

 

Executive Summary:

Parks and Recreation provides opportunities for businesses to financially support the Department’s programs and facilities through sponsorships. Most businesses engaged in these sponsorships are locally owned and operated. Sponsorships support free community events and subsidize fee-based programs and activities. In-kind support is often provided for events organized by the Department. Additional financial support is generated through signage placed at the Department’s facilities. These sponsorship opportunities increase the accessibility of Parks and Recreation services and facilities to the community by offsetting costs that would otherwise be funded by taxes or user fees.

 

The attached sponsorship policy was developed to formally define the objectives and guidelines of the Department’s sponsorship program, and the process, criteria and limits for approvals of sponsorship opportunities. Among other issues, the policy would address two outstanding policy decisions: 1) approval responsibilities and 2) the City’s position on sponsorships that involve naming rights.

 

Section IV of the policy establishes the approval limits. If approved, the policy authorizes the Parks and Recreation Department Director to approve sponsorships valued less than $15,000 with a term up to four years. The City Manager would be authorized to approve sponsorships valued between $15,000 and $25,000 and/or with a term up to five years. Sponsorships valued at $25,000 or more, and/or with a term of five years or more would require City Commission approval.

 

Section VIII of the policy is intended to address park and facility naming opportunities. Examples of potential naming opportunities would include a range anywhere from a park shelter to an indoor recreation facility. This section is intentionally left blank in the proposed policy to allow for City Commission’s direction prior to adoption of the policy.

 

The Parks and Recreation Advisory Board reviewed and unanimously supported the proposed policy.

Adoption of the proposed policy will not result in a direct cost. This policy will guide the Department’s sponsorship program which generates financial support for services, facilities and operations.

 

The following table provides a three-year total of in-kind donations and sponsorship revenue. The revenue increase from 2015 to 2016 is explained by the Lawrence Memorial Hospital presenting sponsorship at Sports Pavilion Lawrence ($50,000 annual donation). That sponsorship was initiated in the second half of 2015.
