1.       Approve City Commission meeting minutes from 12/06/16 and 12/13/16.

 

2.       Receive minutes from various boards and commissions:

 

Mental Health Board meeting of 10/25/16

Planning Commission meeting of 11/16/16

 

3.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor.

 

6.       Bid and purchase items:

 

a)       Approve the purchase of one (1) Heil front load refuse truck with Curotto Can attachment for the Public Works Department, for $271,661.08, utilizing the National Joint Powers Alliance (NJPA) cooperative purchasing contract.  Staff Memo & Attachments

 

7.       Accept dedication of easements associated with the Final Plat, PF-16-00395, for Gwaltney Addition, located at 2176 E. 23rd Street, 2200 E. 23rd Street, and 2200 Street FF.  Submitted by Bartlett & West Inc., on behalf of Cave Inn LLC, City of Lawrence, and Gwaltney Properties LLC, property owners of record.   Staff Memo & Attachments

 

8.       Approve extending the downtown bike corral pilot project until December 2017.  Approve using the remaining $1,987.32 of grant funding to purchase additional inverted U racks to be used in the downtown area. Direct staff to hold a public hearing at a future Transportation Commission meeting to provide a recommendation on requests for two additional bike corrals in the downtown area.   Staff Memo & Attachments

 

9.       Approve the Lawrence Bicycle Parking and Amenities Policy Review with Citywide and Downtown Recommendations.   Staff Memo & Attachments

 

10.     Approve recommendations from the Transient Guest Tax Grant Program Advisory Board for the 2017 Transient Guest Tax grants.   Staff Memo & Attachments

 

11.     Authorize the City Manager to enter into an agreement with Lawrence Sports Corporation to provide funding for host services related to the Junior Olympics event in July 2017, and outline direct reimbursement to vendors in an amount not to exceed $102,840.22, related to expenses associated with the event.   Staff Memo & Attachments

 

12.     Authorize the Mayor to sign the Assessment of Fair Housing Collaboration Agreement between the City of Lawrence and the Lawrence-Douglas County Housing Authority.   Staff Memo & Attachments

 

13.     Authorize the Mayor to sign a Release of Mortgage for Henry Lewis McKinney and Lillie Marie McKinney, 1230 West 28th Court.   Staff Memo

ACTION:      Adopt Resolution No. 7184, adopting the City of Lawrence Economic Development Policy setting forth the City’s policies and procedures relating to economic development tools and repealing prior policy resolutions, and adopt on first reading Ordinance No. 9325, repealing sections of the City’s code that are now covered in the Economic Development Policy, if appropriate. 

Moved by Vice Mayor Soden, seconded by Commissioner Larsen, to adopt Resolution No. 7184, adopting the City of Lawrence Economic Development Policy setting forth the City’s policies and procedures relating to economic development tools and repealing prior policy resolutions; and, direct staff to make revisions to the policy to incorporate the Affordable Housing Advisory Board December recommendations with clarification on the income limits document source, modify the language in the incentive application to remove energy efficiency and add language to the instructions to clarify that the benefits list should reflect things that go above the City requirements, require an annual affidavit from companies, modify the recordkeeping requirement from two years to three years and incorporate clarification to the minimum number of units required for the affordable housing provisions. Motion carried unanimously.

·         Please note:  In accordance with the ordinances adopted in 2016 regarding elections, there will be a City Commission meeting on Monday, January 9, at 5:45 p.m. at which Mayor and Vice-Mayor elections will take place.  This meeting replaces the City Commission meeting originally scheduled for Tuesday, January 10.

Affordable Housing Advisory Board

Three positions expire 12/31/16 and are all eligible for reappointment to additional terms.

 

Building Code Board of Appeals:

One vacancy for a position that expires 11/30/16.  This position is designated for an Architect. 

 

Citizen Advisory Board for Fair and Impartial Policing:

One vacancy for a position that expired 03/01/16 and one vacancy for a position that expires 03/01/19.

 

Community Development Advisory Committee:

Two vacancies for positions that expire 09/30/17 and 09/30/18 and are designated for low/mod area representatives.

 

Douglas County Community Corrections Advisory Board:

One vacancy for a position that expired 05/31/16.

 

Douglas County Senior Services Board:

Two positions expire 12/31/16 and are both eligible for reappointment to additional terms.

 

Electrical Code Board of Appeals:

One vacancy for a position that expires 03/31/18 and is designated for a Journeyman Electrician. One vacancy for a position that expired 03/31/16 and is designated for a representative from the Fire/Medical Department.

One vacancy for a position that expires 11/30/16. Five additional positions expire 11/30/16 and are all eligible for reappointment to additional terms.

 

Lawrence Douglas County Advocacy Council on Aging:
