Recommendations/Options/Action Requested:

 

Authorize the City Manager to enter into an agreement with Lawrence Sports Corporation to provide funding for host services related to the Junior Olympics Track and Field event scheduled for July 2017, and outline direct reimbursement to vendors in an amount not to exceed $102,840.22 for expenses associated with the event.

 

Executive Summary:

In September 2015, the City Commission authorized a request from eXplore Lawrence/Lawrence Sports Corporation to fund $150,000 toward hosting the Junior Olympics Track and Field event at Rock Chalk Park in July 2017. 

 

To date, eXplore Lawrence/Lawrence Sports Corporation has expended $47,149.78 toward the Junior Olympics event.  eXplore Lawrence recently returned unspent funds to the City after eXplore Lawrence and the Lawrence Sports Corporation entered into an agreement regarding funding for the event.  Under the agreement, all funds relating to the Junior Olympics event will flow through the Lawrence Sports Corporation. 

 

In order to accommodate the desire to have funds flow through the Lawrence Sports Corporation, the City should consider an agreement with that entity.  The agreement calls for the City to provide $35,000 to LSC for funding of host commitments leading up to the event. The agreement outlines prioritization of the remaining $67,840.22 in event funding for 2017. The City will pay vendors directly for these services once invoices and services rendered are reviewed by the City Manager’s Office.  The vendors and services noted in the agreement were submitted by Lawrence Sports Corporation in budget documentation and correspondence.

The fiscal impact to the City is a remaining $102,840.22 which is part of a total of $150,000 in guest tax funding authorized to support the event in 2015.  The Junior Olympic event is anticipated to have a significant economic impact to the City of Lawrence and the region in July 2017.
