December 2014 Monthly Permit Reports

The Building Safety Division issued 152 building permits in December, with total construction for the month valued at $8,693,934.  Total permit fees assessed for the month were $62,561.  Permits were issued for eighteen (18) new residential projects, including three (3) multi-family dwellings, one (1) duplex, and fourteen (14) single-family dwellings.    Staff Memo   Monthly Permit Report   YTD Permit Summary

 

Special Populations Puts on America’s Got Talent Program

Last month, the participants in the Special Populations Acting 101 fall class held their end-of-class production at the Carnegie Building. This session they put on America’s Got Talent, featuring several song and dance numbers and some skits. All of the enrollees had a part in the play. America’s Got Talent was written by Gayla Berry, one of the Lawrence Parks and Recreation instructors. The night was fun-filled excitement with lots of laughs. Participants were judged by “Miley Cyrus,” “Dolly Parton,” and “John Travolta.” After the production, participants received trophies for their hard work.   Photos

 

Pump Station 04 Redundant Force Main – UT1302CS

The Department of Utilities, general contractor BRB Contractors, Inc., and design engineer PEC have completed the installation of the redundant force mains from Pump Station 04 to the Kansas River Wastewater Treatment Plant, as shown on the attached map and photos. The project included the installation of approximately 7,200 linear feet of new 12” and 14” forcemain. The section of the pipe that crosses the levee and the Kansas River was installed by horizontal directional drilling.  This project was in response to the exposed 8” force main found in January, 2013.

 

BRB was given notice to proceed on February 24, 2014 with a total of 90 calendar days allotted to attain substantial completion. The contractor completed all work required for substantial completion on June 12, 2014. The final completion date was delayed due to the investigation and abandonment on the existing 8” force main. BRB completed all work within the contracted scope and the project met all requirements for final completion on October 24, 2014.

 

The project was awarded to BRB Contractors in the amount of $1,435,000 and change orders, to accommodate additional work necessary to complete the project, were executed in the amount of $35,140.22 for a total construction cost of $1,470,140.22. The change orders represented 2.4% of the original bid project cost.  Design and construction phase services were contracted in the amount of $174,760 for a project total cost of $1,644,900.22.

 

Department of Utilities Recently Completed Watermain Replacements
The two projects below were recently completed as part of the Department of Utilities ongoing watermain replacement program. These watermains were selected for replacement based on their history of watermain breaks, pipe material and age, and in the case of the Arkansas St watermain the pipe was upsized to meet the current minimum diameter of 8” and the dead end alignment was eliminated. 
 
Mississippi Street Watermain Replacement – UT1313DS
The Department of Utilities, general contractor Banks Construction, and engineering design firm Professional Engineering Consultants (PEC) have completed replacement of the watermain on Mississippi Street from 3rd Street to 9th Street as shown on the attached map. The project included the replacement of approximately 4,200 lineal feet of 8” cast iron waterline originally installed in 1922 with 8” PVC pipe. Attached is a photo of the pipe interior showing the buildup of corrosion. The waterline was installed utilizing horizontal directional drilling in order to minimize the impact of construction activities on affected residents and property owners.
 
Banks Construction was given notice to proceed on June 11, 2014 with a total of 240 calendar days allotted to attain final completion. Banks Construction completed all work within the contractual timeframe and the project met all requirements for final completion as of November 13, 2014.
 
The project was awarded to Banks Construction in the amount of $763,231 and a change order, to accommodate the additional work necessary to successfully complete the project, was executed in the amount of $950.00 for a total construction cost of $764,181. The change orders represented 0.1% of the original bid project cost. Design and construction phase services were contracted with PEC as part of the ongoing Watermain Rehabilitation and Replacement Program in the amount of $86,896 for a total project cost of $851,077.
 
Arkansas Street Watermain Replacement – UT1315DS
The Department of Utilities, general contractor Banks Construction, and engineering design firm Professional Engineering Consultants (PEC) have completed replacement of the watermain on Arkansas Street from 2nd Street to 4th Street as shown on the attached map. The project included the replacement of approximately 1,500 lineal feet of 6” cast iron waterline originally installed in 1958 with 8” PVC pipe. Attached is a photo of the pipe interior showing the buildup of corrosion. The waterline was installed utilizing horizontal directional drilling in order to minimize the impact of construction activities on affected residents and property owners.
 
Banks Construction was given notice to proceed on October 30, 2014 with a total of 120 calendar days allotted to attain final completion. The new waterline is in service and the project was substantially complete within the contractual timeframe. Final completion is anticipated for spring 2015 when the remaining seasonal contract items, seeding and asphalt paving, can be completed.
 
The project was awarded to Banks Construction in the amount of $268,590.00, a change order, to accommodate water/sewer separation requirements was executed in the amount of $2,000.00, and it is anticipated that a change order to account for final field quantity adjustments will be executed for the estimated amount of $3,000 for a total construction cost of approximately $273,590.00.  The change orders represented 1.8% of the original bid project cost.  Design and construction phase engineering services were contracted with PEC as part of the ongoing Watermain Rehabilitation and Replacement Program in the amount of $52,104.00 for a total estimated project completion cost of $325,694.00.
 
Fuel Summary for 2014
Robert Aaron, Fleet Manager, prepared a brief summary of fuel expenditures through the Central Maintenance Garage for 2012 through 2014. The City experienced savings with the drop in prices at the end of 2014 and will benefit from lower fuel prices in early 2015.
 

City Recycling Report 2014

The city’s new residential single-stream recycling collection program began in mid-October 2014. The Solid Waste Division collected 1,227 tons of single-stream recyclable materials mid-October through December. The total processing fee for the single-stream recyclable material dropped off by City at the Hamm Material Recycling Facility (MRF) was $55,120 with a rebate of $685. Rebate calculations for 2014 were completed in accordance with the City-Hamm contract and its addendum.
