The Building Safety Division issued 152 building permits in December, with total construction for the month valued at $8,693,934. Total permit fees assessed for the month were $62,561. Permits were issued for eighteen (18) new residential projects, including three (3) multi-family dwellings, one (1) duplex, and fourteen (14) single-family dwellings. Comparisons to previous years were tracked throughout 2014 in the following table:

Permits were issued for 18 City projects in December, including a vestibule addition for the Oncology Department at Lawrence Memorial Hospital, 325 Maine Street, valued at $107,900; an electrical permit to install electrical outlets at Sports Pavilion Lawrence, 100 Rock Chalk Ln, valued at $2,500; a plumbing permit for the Lawrence Douglas County Housing Authority to replace a water heater at 1600 Haskell Avenue #126, valued at $500; and fifteen (15) plumbing permits for inflow and infiltration program projects by the Utilities Department at various locations with valuation totaling $40,145.
The highest valued projects for the month were for three (3) multi-family dwellings at the Apartments at Frontier, 542 Frontier Road, valued at $3,621,883. Including permits issued earlier in 2014, total valuation for the Apartments at Frontier project for 2014 is $5,825,683.
These statistics are of interest in tracking construction activity in the community, but only partially tell the story for staff workload and performance. Staff has established performance goals of completing “initial” reviews for residential permits within 5 business days and for commercial permits within 15 business days of the application date. An initial review is a comprehensive first review of an application and plans for a building project, and may include review work performed by staff from Planning and Development Services, Fire and Medical, Utilities and Public Works Departments, as well as other relevant review agencies (depending on the nature and scope of the project). Initial and subsequent reviews and comments are tracked in the Innoprise permit tracking system from which reports may be extracted. Development Services staff is responsible for coordinating review work and disseminating review comments to applicants.
In December, staff completed 90 of 91 residential reviews within 5 business days (98.9%), and 57 of 59 commercial reviews within 15 business days (96.6%). The following table tracks performance in meeting these objectives.
