B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 01/11/11 and 01/18/11.
2. Receive minutes from various boards and commissions:
Board of Zoning Appeals meeting of 01/06/11
Sustainability Advisory Board meeting of 01/12/11
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Bid and purchase items:
a) Waive bidding requirements and approve extension of the Intellution Software Maintenance to GE Fanuc Intelligent Platforms, Inc., for $37,561.99 for the period of March 1, 2011 – March 1, 2012. Staff Memo
b) Approve the purchase of a street sweeper from Allianz Sweeper Company in the amount of $227,950 and a skid steer compact loader in the amount of $37,516 from Bobcat through the HGAC cooperative bid for the Public Works Department. Bid Memo & Attachments
c) Approve sale of surplus equipment on Gov Deals. Staff Memo
d) Award bid for unit price of HVAC work for the Parks and Recreation Department to McElroy’s, not to exceed $40,000. Bid Memo & Attachments
7. Adopt the following ordinance(s) on first reading:
a) Ordinance No. 8613, establishing NO PARKING along the north side of 27th Street between Kensington Road and Mayfair Drive.
8. Adopt the following ordinance(s) on second and final reading:
a) Ordinance No. 8610, for the Rezoning (Z-11-15-10) of approximately .36 acres from RS5 (Single-Dwelling Residential) to RSO (Single-Dwelling Residential-Office), located at 1701 Massachusetts Street. (PC Item 3; approved 10-0 on 1/24/11)
b) Ordinance No. 8611, for the Rezoning (Z-12-18-10) of approximately .6 acres from IG (General Industrial) to RS7 (Single-Dwelling Residential), located at 315 Perry Street, 309 Perry Street and 528 N. 3rd Street. Initiated by Planning Commission on 12/13/10. (PC Item 5; approved 10-0 on 1/24/11)
9. Authorize the City Manager to execute a Second Amendment to Agreement with T-Mobile for the City of Lawrence property at 1815 Stratford Road. Staff Memo & Attachments
10. Receive fourth quarter report and annual report for the Bert Nash Outreach Program.

1. Confirm March 8, 2011 as date for joint City/County Commission study session date for Environmental Chapter to Comprehensive Plan and Northeast Sector Plan (March 15 will also work for the County Commission).
· Chamber of Commerce “Eggs & Issues – Session #1”, Saturday, February 12, 8:00 – 9:30 a.m. Location: Pachamama’s, 800 New Hampshire Street.
· Welcome reception for Dr. Sheahon Zenger and Pam Zenger, Friday, February 18, 5:00 – 6:30 p.m. Location: Crystal Ballroom at The Eldridge, 701 Massachusetts Street. Invitation
· Police Recruit Academy Graduation, Friday, February 18, 6:00 – 8:00 p.m. Location: Alvamar Country Club.
· City offices closed Monday, February 21 in observance of Presidents’ Day.
Commissioners are invited to attend a retirement reception for Municipal Court Judge Randy McGrath, Wednesday, March 2, 4:00 – 5:00 p.m. Location: Lawrence Municipal Court, 1006 New Hampshire.
· The March 22 City Commission meeting is canceled due to spring break. The Commission instead will meet on March 29.

Community Commission on Homelessness:
Two vacancies for terms that expire 12/31/11.
Community Development Advisory Committee:
Two vacancies for at-large positions that expired 09/30/10.
One position expired 12/31/10. Eligibility requirements exist for this board.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11. Both positions are at-large positions.
One vacancy on the Advisory Council that expired 09/30/10.
Two vacancies for terms that expired 11/30/10. One vacancy for a term that expires 11/30/11. One position expired 11/30/10 and is eligible for reappointment.
Lawrence Cultural Arts Commission:
One position expired 01/31/11 and is eligible for reappointment to additional terms.
Lawrence Douglas County Advocacy Council on Aging:
Four positions are currently vacant.
Public Incentive Review Committee:
Two positions expire 01/31/11. One position is eligible for reappointment and the other position is not eligible for reappointment. There are eligibility requirements for this board.
Five positions expire 12/31/10. All are eligible for reappointment to additional terms.

Two positions available for this board.
