A.        RECOGNITION/PROCLAMATION/PRESENTATION:

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 04/13/10.

 

2.       Receive minutes from various boards and commissions:

 

Aviation Advisory Board meeting of 04/22/10

Planning Commission meeting of 04/26-28/10

Human Relations Commission meeting of 02/18/10

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor. 

 

6.       Bid and purchase items:

 

a)       Set bid date of June 15, 2010 for City Bid No. B1035, Project No. PW1006, 2010 Overlay Program, Phase 2.  Staff Memo & Attachments

 

b)       Waive bidding requirements and authorize sole source purchase of seven (7) mobile computers and related equipment and maintenance services from APS for use by the City’s parking control officers for the sum of $19,175.30.   Staff Memo & Attachments

 

7.       Adopt on second and final reading, Ordinance No. 8515, amending City Code provisions establishing procedures for allowing alcohol on City property.

 

8.       Adopt Resolution No. 6885, declaring the structures located at 1313 Haskell Avenue unsafe and dangerous and ordering removal of structures or completion of all exterior and structural improvements by October 15, 2010.

 

9.       Authorize the Mayor to sign a Subordination Agreement for Walter Ewert, 1808 Atherton Court.    Staff Memo

 

10.     Authorize the City Manager to enter into agreement with Blue Goose Golf, LLC for provision of scorecards and yardage booklets at no charge.   Staff Memo & Attachments

I.         CURRENT VACANCIES – BOARDS/COMMISSIONS:

Electrical Code Board of Appeals:

One vacancy that expired 03/31/10 and one vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expire 09/30/10 and 09/30/11.

 

Jayhawk Area Agency on Aging:

One vacancy that expired 09/30/09.

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expires 01/31/11.

 

Lawrence Douglas County Advocacy Council on Aging:

Three positions are currently vacant.

 

Lawrence Douglas County Metropolitan Planning Commission:

One position expires 05/31/10 and is eligible for reappointment to an additional term.

 

Public Transit Advisory Committee:

One vacancy for a position that expired 12/31/09 and one vacancy for a position that expires 12/31/10.

 

Sales Tax Audit Committee:

One position expired 04/30/10.  This position is eligible for reappointment.

 

Social Services Advisory Board:

Seven positions available with the composition of the board as follows:  one member who is a United Way liaison, six members who are citizens of Lawrence at large with interest in services including, but not limited to, affordable housing and neighborhood quality, homelessness, arts and culture, alcohol and drug related issues, public health and safety, or you and families.  Members shall not be employed by any agency receiving social service funding from the City.

 

Traffic Safety Commission:

Two positions expired 04/30/10.
