Executive Summary: |
This special use permit application proposes a drop-in center for homeless persons or families during the afternoons. The facility will operate from 2:30 PM to 6:30 PM each day, every day of the year, dependent on volunteer staffing. The Planning Commission recommended a limit on the number of guests to twenty and the total number of occupants, including the guests, staff members, volunteers, interns, and others to no more than thirty.
The drop-in center will include coffee, showers, laundry facilities, sofas, chairs, TV, telephone and a volunteer Christian ministry. The facility volunteers will provide referrals to resources within the community, but it is not intended that this facility will duplicate social services or other services for the homeless within the area.
The Planning Commission voted 5 to 4 to forward the application to the City Commission with a recommendation for approval with a revised condition lowering the time-frame of the special use permit from three years to two years. The dissenting voters noted they were in favor of the shelter but were opposed to the reduction in the time-frame.
A valid protest petition was submitted for this item; therefore, a super-majority vote (4 of 5) is required to approve the special use permit. |
