Authorize the City Manager to Execute Supplemental Engineering Services Agreement No. 1 to the Engineering Services Agreement with Black & Veatch, for the Naismith Valley Interceptor and Pump Station 8 Abandonment project (CIP# UT1892), in the amount of $329,938.

 

Executive Summary:

The City Commission authorized the City Manager to execute the Engineering Services Agreement with Black & Veatch on September 4, 2018. The Engineering Services Agreement was for preliminary design and associated project management to determine the alignment of the gravity sewer. The September 4 award anticipated a Supplemental Agreement for design, bid, and construction phase services would be brought to the City Commission for approval as the project progressed.

 

The Naismith Valley Interceptor and Pump Station 8 (PS 8) Abandonment project includes construction of a gravity sewer to intercept flows currently entering PS 8 and convey them south to Pump Station 10 (PS 10). The project also includes abandonment of PS 8 and associated piping located at 2233 Alabama St.

 

Abandonment of PS 8 was identified and recommended in the 2003 Wastewater Master Plan, a 2006 CIP Project Evaluation, and the 2012 Wastewater Master Plan. The combination of an aging PS 8, capacity restrictions, and construction of the Wakarusa River Wastewater Treatment Plant warrants the need to intercept PS 8 flows and convey them south to the Lower Naismith Valley Interceptor, PS 10, and the Wakarusa Waste Water Treatment Plant (WWTP).

 

Black & Veatch prepared a preliminary design report evaluating five alignment alternatives for the new interceptor sewer. The evaluation included numerous cost and non-cost criteria including easement acquisition, pavement and traffic impacts, constructability, long-term operations and maintenance, and stakeholder relations. Black & Veatch recommended an alignment alternative based on a business case analysis and opinion of probable construction cost. Please review the attached Preliminary Design Report for details about the alignment alternatives and the recommended alignment.

 

The scope of Supplemental Agreement No. 1 is for design and bid phase services, including survey, geotechnical borings, utility investigation and coordination, easement acquisition, stakeholder engagement, preparation of construction contract documents, and bid evaluation and recommendation. Another supplemental agreement for construction phase services will be brought to the City Commission for approval. The scope of construction phase services may vary based on the final design. Fiscal Impact (Amount/Source):

The fiscal impact to the City for engineering design and bid phase services by Black & Veatch is $329,938. Total project cost for all construction and engineering is estimated at $4,610,000. The project was identified in the 2018 -2022 CIP as project number UT1892. A total of $4,610,000 is allocated for the project in 2018 and 2019.
