Recommendations/Options/Action Requested:

 

Authorize City Manager to execute a contract with BG Consultants, in the amount of $280,209.50, for the design of 19th Street – Harper to O’Connell (CIP# PW17E3).

 

Executive Summary:

The E. 19th Street – Harper to O’Connell Reconstruction project is included in the 2019 & 2021 CIP with a budget of $3.625M ($1,775,000 General Obligation Debt, $1,100,000 Utility (Water), and $750,000 Intergovernmental-County). Design of the full project and construction of water line improvements are planned for 2019 with street construction planned in 2021 (due to funding coordination with Douglas County).

 

19th Street east of Harper was originally constructed in 1959 as a chip and seal county road and has not been improved to City standards. The PCI is 24.8 and the waterline is in failing condition with four waterline breaks in 2017. In 2012 the City Commission approved the final plat for Venture Park and the City invested $7.5M in infrastructure to accommodate the business park. O’Connell Road was constructed from Venture Park Drive to 19th Street at a cost of $1.2M, and the city began planning and budgeting for the reconstruction of 19th Street from Harper to O’Connell. This 19th Street project will improve infrastructure and provide new multimodal transportation options, provide safe/efficient access for residents working in Venture Park/East Hills, add traffic calming features west of Harper to reduce cut-through traffic and provide adequate response time for emergency service.

 

On May 1, 2018 staff was authorized to solicit qualifications and proposals for engineering design services. A 5-member selection committee reviewed the Qualifications and selected three firms (BG Consultants, PEC, and Transystems) for in-person interviews. The committee members were David Cronin, City Engineer; Jessica Mortinger, Senior Planner; Jeff Crick, Planner; Andy Ensz, Project Engineer; and Jonathan Marburger, Project Engineer. Ashley Myers, Planner, sat in for Jessica Mortinger during the interviews. Firms were evaluated on the following criteria:

5.    Quality and Thoroughness of Proposal

6.    Accessibility of Firm’s office

 

Based on a thorough evaluation using the criteria mentioned above, the selection committee is recommending the City select BG Consultants with a total estimated fee of $280,209.50. The design scope includes efforts to further evaluate typical section alternatives (up to five), as well as determining the feasibility of a separated bike facility. In addition, traffic calming measures west of Harper Street will be evaluated, including consideration for roundabout vs. 4-way stop at the 19th Street/Harper Street intersection.

 

In order to coordinate waterline and street concepts, it is recommended to move forward with design of the entire project. Waterline improvements would be split out in a separate bid package to be constructed in 2019 and street improvements could be completed when funding becomes available in 2021.
