Recommendations/Options/Action Requested:

Approve change order 2 in the amount of $86,865.62 to Pavers, Inc. for work performed on Capital Improvement Project PW17E66CIP, E. 9th Street from New Hampshire Street to Pennsylvania Street.

Executive Summary:

The City awarded the bid for the E. 9th Street Project to Pavers, Inc. in June 2018 for $2,079,114.30. This project was included in the 2018 Budget and Capital Improvement Program (PW17E66CIP) with a budget of $2,500,000 (General Obligation Debt). Change order 1 covering storm sewer and traffic control changes was approved on October 16, 2018.

 

This is the second change order to date and includes the following changes:

·         Additional water relocation items have been added where existing waterlines conflicted with proposed storm sewer. During design, the depth of these waterlines was “pot-holed” outside of the street to avoid interrupting traffic operations and temporary pavement patching. It was found during installation that the waterline as it crossed the proposed storm sewer would in fact conflict and was not at the same elevation as the “pot-holed” locations. Where practical, storm sewer elevations were modified to miss existing waterlines as reflected in the change order.

·         Loading, hauling, and stockpiling of brick pavers. This work was originally intended to be in the plans. At field check stage, the consultant had separate bid items for brick removal and demolition but was directed to combine the work into a single bid item. In this process, the bid items were combined, but the directions to salvage the brick were not included as requested. Field measurements were taken for actual depths of brick found and earthwork was adjusted to reflect the change.

·         Relocation of City Fiber was not included in the plans, but it was found the existing line was not buried deep enough to be below the proposed subgrade treatment. The line was lowered to avoid damage during soil/cement mixing operations. Fiber conduit which was included in the plans was updated to new requirements since the plans were originally developed.

 

The change order also includes additional contract time required to complete the above increase in project scope. Therefore, the current substantial completion date of December 21, 2018 will be moved to a winter shut-down of December 31, 2018 with off-street work to continue through the winter. Included in this change order are a spring start of March 1, 2019 and new Substantial Completion of April 30, 2019.

 

The Purchasing Policy requires Commission approval when the cumulative amount of change orders increases the original purchase order by more than $50,000.
