Forgive special assessments in the amount of $40,648.17 on Lot 7 of Block C in the East Hills Business Park to accommodate future Plastikon expansion, subject to donation of the property to Plastikon by Douglas County. |

Executive Summary: |
The
City of Lawrence is in receipt of a request from Plastikon Healthcare, LLC, a
local company located in the East Hills Business Park, and Douglas
County. Plastikon is requesting that
the County Commission consider donation of a lot adjacent to its facility to
accommodate a future expansion and requesting that the City of Lawrence
forgive the outstanding special assessments on the property in the amount of
$40,648.17. Plastikon has also been informally discussing an immediate
expansion to its facility that would occur on its own property. The lot requested for donation is Block C
Lot 7, a parcel that was part of the original East Hills Business Park, which
Plastikon desires to accommodate future expansion. Since
the East Hills Business Park was developed, the County has had an ongoing
agreement with the City regarding the deferral of special assessments against
the lots it owns and holds in anticipation of future development, until such
lots are sold. Lots that are then sold
have special assessments due. The park was developed in the late 1980s and
the early 1990s and the special assessments have long since been fronted and
paid by the City. In
this situation, Douglas County is requesting that the City consider forgiving
the outstanding special assessments on this lot. The County Commission considered the land
donation request at is April 26, 2017 meeting and it was approved contingent
upon the City of Lawrence waiving the special assessments as noted. The
City of Lawrence approved a similar request made by PROSOCO in 2015. The County approved the donation of the
County-owned lot and the City of Lawrence agreed to waive outstanding special
assessments in the amount of $44,937.81 on that lot. Given that the County is
donating the lot, City staff believes it would be appropriate for the City to
waive the special assessments in the case of this current request. |
