Adopt a Resolution of Support for the Low Income Housing Tax Credit Application being submitted to the State of Kansas by Wheatland Investments Group, LLC

 

Executive Summary:

Wheatland Investments Group, LLC, of Gardner, Kansas, is applying to the Kansas Housing Resource Corporation (KHRC) for the Low Income Housing Tax Credit (LIHTC) Program to construct affordable rental housing for families to be located adjacent to 1356 East 1600 Road.  The proposed housing development, The Estates of Lawrence, will contain 38 units with the 32 affordable unit rents targeted at the fifty percent (50%) and sixty percent (60%) of area median income range. There will also be 6 market rate units included in the development.

 

The project would require annexation into the city, rezoning to a city zoning district, and, based on the proposed density, a revision to the Southeast Area Plan.  The developer would submit applications for these entitlements if awarded the tax credits.

 

The tax credits will be used to finance construction of the facility which will consist of a mix of two and three bedroom 4-plex units. All units will be two-story with a garage.

 

Wheatland Investments Group, LLC will also be requesting Affordable Housing Program Funds partnering with Tenants to Homeowners, assistance from the Affordable Housing Trust Fund (an unspecified amount at this time), and a waiver of City building and permit fees.

 

KHRC is required to notify the chief executive officer of the local jurisdiction where the proposed development is located.  For their records, a Resolution from the local government stating their support for all such proposed developments using tax credits is also required. 

 

The Resolution of Support only provides documentation that the City is aware of the project, supports the application, and is open to considering other incentives or assistance if the Low Income Housing Tax Credits are awarded.  The waiver of fees and funding from the Affordable Housing Trust Fund will be decided separately and this resolution does not indicate approval of either of those requests. Additionally, the project must still go through the necessary development processes.
