Executive Summary: |
A Special Use Permit application was submitted for Central Soyfood, a Manufacturing and Production, Limited use at 1501 Learnard Avenue. This property was recently rezoned to the IL District with conditions restricting the permitted uses to those associated with the proposal to rehabilitate and reuse the vacant Sunrise Nursery and Garden Center. The zoning conditions require approval of a Special Use Permit for Manufacturing and Production, Limited uses to insure compatibility with nearby residential land uses.
The property owner has partnered with several businesses and organizations for the reuse of the former Sunrise Nursery and Garden Center as a local food /urban agriculture oriented development with a non-profit educational community outreach component. Principal uses include: Seeds from Italy, a mail order seed distribution business; Crop Agriculture in the greenhouse, hoop houses, and in gardens throughout the site; Sunrise Project, the community outreach educational component; and Central Soyfood.
A 1,489 sq ft potting shed south of the green house will be demolished and replaced with a 2,800 sq ft building for Central Soyfood. The tofu facility is a small scale, low-intensity business with 5 part-time employees for a total of about 100 hours per week. The business currently produces 13 days per month but would like to increase that to 16. The size and operation of the soyfood production is similar to a commercial kitchen or bakery, and should have no negative external impacts such as noise, vibration, or odor.
The Planning Commission considered this item at their October 24, 2016 meeting and voted unanimously to forward the SUP application to the City Commission with a recommendation for approval. |
