Project No. FM1601 - Add the architectural/engineering, planning, design and documentation of the East wing portion of the City owned building at 745 Vermont St. to existing professional services contract with the Fire Station No. 1 Remodel Project. Supplemental Agreement #3, and associated scope modifications the new estimated cost of construction for both portions of the building is $6,378,154, plus costs associated with relocation. Authorize the City Manager to enter into a cost sharing agreement with Douglas County regarding its financial participation in the project. |

Executive Summary: |
Modification to the Scope of Services for Architectural/Engineering Services Agreement for Remodel of Fire Station No. 1 and Douglas County Senior Services The construction value estimate as part of the Original Agreement (Approved by the CC Feb 2016) was based on an estimated construction value of $2,300,000.00 for the Fire Station No. 1 side only. The Supplemental Agreement #3 adds to the scope of the project to cover the final construction drawings for the Senior Center portion of the building as well.
Historical Tax Credits Fire Station No. 1 is listed in the National Register of Historic Places. Alterations to the building are subject to review under the Kansas Historic Preservation Act (K.S.A. 75-2724, as amended. The Kansas Rehabilitation Tax Credit program allows qualified property owners to claim a state income tax credit equal to 25% of a certified rehabilitation project's qualifying expenses.
Using the same credit calculations that were earned on the Carnegie Library rehabilitation, the City would benefit in approximately eighty-two cents on the dollar or approximately $1,185,000. The money from the tax credits would go directly back to the City of Lawrence for public use.
Douglas County Funding At its meeting on October 12, 2016, the County Commission agreed in concept to a cost sharing proposal as follows and outlined in a letter to the County Administrator from the City Manager. The County would pay $520,000 toward the project this year with the remainder of its contribution over time. The City would finance the entire project upfront. The County Commission urged consideration of additional alternatives, if any, to the temporary use of the former Douglas County Public Works building at 13th and Massachusetts for the temporary location for the Senior Center. A. Lawrence Douglas County Fire Medical Dept. Improvements. The County will pay 25.64% of the actual total cost for that part of the Reconstruction Project that will be occupied and used by the Lawrence Douglas County Fire and Medical Department (“LDCFM Portion”).
B. Douglas County Senior Services, Inc. The County will pay 32% of the actual total cost for that part of the Reconstruction Project that will be occupied and used by the Douglas County Senior Services, Inc. (“DCSS Portion”) pursuant to an agreement between the City and DCSS dated November 7, 2012.
Temporary Relocation Costs During Construction Douglas County Senior Services, Inc. We have also discussed the possibility of temporarily relocating DCSS to the County’s building at 1242 Massachusetts Street during the Reconstruction Project. We propose the City and the County split equally the cost to make the building usable for DCSS. The City would agree to be responsible for the utilities while it is occupied by DCSS. We request the County make the space available to DCSS free of rent for the duration of the Reconstruction Project.
Fire Station No. 1 We are in the process of determining a temporary relocation of Fire Station No. 1 that will minimize the response times and provide adequate living space for the staff. Costs have been built into the overall cost of the project.
