A.        RECOGNITION/PROCLAMATION/PRESENTATION:

a)       Ordinance No. 8848, providing for the dedication of public right-of-way on the east side of Park West Subdivision and Glenwood Addition No. 2, additions to the City of Lawrence, Douglas County, Kansas (along Eisenhower Drive on the Northwest side of City park property generally located at Wakarusa Drive and Overland Drive).

 

b)       Ordinance No. 8849, providing for the dedication of public right-of-way on the south side of Lot 3A, Lot Split of Lot 2 and Lot 3, University Corporate and Research Park Subdivision No. 1, an addition to the City of Lawrence, Douglas County, Kansas (along Bob Billings Parkway adjacent to the Investigation and Training Center).

 

c)       Ordinance No. 8850, providing for the dedication of public right-of-way on the south side of Tract A of the amended plat of Quail Run No. 2, an addition to the City of Lawrence, Douglas County, Kansas (along Bob Billings Parkway adjacent to the McGrew Nature Trail).

 

7.       Adopt on second and final reading, Ordinance No. 8815, removing street parking on the south side of 9th Street, between Tennessee and Kentucky Streets.

 

8.       Authorize Mayor to sign a Release of Mortgage for Diane Alison Roepe, 1627 Learnard Avenue.   Staff Memo

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:          

 

1.       Receive staff report regarding Farmers Market use of a privately owned parking lot on the northeast corner of 9th and Rhode Island. Consider directing staff to negotiate agreement(s) regarding the Farmers Market use of city property or private property.   Staff Report & Attachments (from 02/26/13 agenda)   Correspondence

 

ACTION:      Direct staff to negotiate and execute agreement(s), if appropriate.

 

 

2.       Conduct public hearing regarding proposed benefit district at the former Farmland property and consider adopting Resolution No. 7015 (sanitary sewer) and Resolution No. 7016 (street infrastructure) setting out the findings of the Governing Body and directing the improvements to be made.  Consider authorizing the Mayor to enter into an agreement with Douglas County deferring special assessments for the benefit district, pending development or sale.   Staff Memo & Attachments

 

ACTION:      Conduct public hearing.  Adopt Resolution No. 7015 and Resolution No. 7016 and authorize the Mayor to enter into an agreement with Douglas County deferring special assessments for the infrastructure, if appropriate.  

 

 

3.       Conduct a public hearing and consider adopting Resolution No. 7014, authorizing issuance of up to $40 million in industrial revenue bonds and a 100% 10-year property tax abatement on the KU facility portion of the Rock Chalk Park project.    Staff Memo & Attachments    Resolution No. 7014 With Amended Language - Added 03/05/13   Rob Chestnut Memo - Added 03/05/13

 

ACTION:      Conduct public hearing and adopt Resolution No. 7014, authorizing issuance of up to $40 million in industrial revenue bonds and a 100% 10-year property tax abatement on the KU facility portion of the Rock Chalk Park project, if appropriate.

 

 

4.       Consider adopting on second and final reading, Ordinance No. 8842, authorizing the development agreement and authorizing the reimbursement of city fees related to Rock Chalk Park and Ordinance No. 8844, a Main Trafficway Ordinance designating streets to be improved/constructed as main trafficways related to Rock Chalk Park.    Correspondence - Added 03/05/13

 

ACTION:      Adopt on second and final reading, Ordinance No. 8842, authorizing the development agreement and reimbursement of City fees related to Rock Chalk Park and Ordinance No. 8844, designating streets to be improved/constructed as main trafficways related to Rock Chalk Park, if appropriate.

5.       Receive staff report related to request to consider revising Section 903.2.7, Condition #4 of the 2009 International Fire Code that would remove the standard that requires buildings that contain upholstered furniture to have fire suppression sprinkler systems.   Staff Memo   Fire Code Board Minutes of 02/04/13

150th Anniversary Advisory Committee:

This is a new committee that shall have nine (9) members and will be tasked with advising the City Commission on the implementation of the 150th Anniversary schedule of events and to recognize the 150th Anniversary of the August 21, 1863 raid on the City of Lawrence by Quantrill and his followers.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/12 and one vacancy for a position that expires 09/30/13.

 

Cultural District Task Force:

This is a newly formed task force charged with identifying three models that combine private, public, and grant funds to support improvements to the district and start a broader community wide cultural arts plan.  The task force will be appointed by the City Commission with membership recommendations from the Lawrence Cultural Arts Commission, East Lawrence Neighborhood Association, Lawrence Arts Center, and Downtown Lawrence, Inc.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/12.  Eligibility requirements exist for this board.

 

Historic Resources Commission:

One position will become vacant on 03/01/12.  Eligibility requirements exist for this board.

 

Human Relations Commission:

Two vacancies for positions that expired 09/30/12.  One vacancy for a position that expires 09/30/14.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council for a position that expires 09/30/14.

 

Lawrence Cultural Arts Commission:

One vacancy for a position that expired 01/31/13.

 

Lawrence Douglas County Advocacy Council on Aging:

One vacancy on this board.

 

Lawrence Douglas County Metropolitan Planning Commission:

One vacancy for a position that expires 05/31/14.  Two positions expire 05/31/13, with one being eligible for reappointment to an additional term and one position becoming vacant.
