A. STUDY SESSION:
1. The City Commission will have a study session with the Parks and Recreation Advisory Board. Agenda & Materials - Updated 10/25/11
After a break, the regularly scheduled City Commission Meeting
will begin at approximately 6:35 p.m.
B. RECOGNITION/PROCLAMATION/PRESENTATION:
1. Proclaim Monday, October 31, 2011, between the hours of 6:30 – 8:30 p.m. as Halloween Beggars Night.
C. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Receive minutes from various boards and commissions:
Bicycle Advisory Committee meeting of 08/16/11
Lawrence Cultural Arts Commission meeting of 08/10/11
Sustainability Advisory Board meeting of 09/14/11
2. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
3. Approve licenses as recommended by the City Clerk’s Office.
4. Adopt Resolution No. 6955, amending Resolution No. 6919 and reallocating the expenditure of the remaining $153,705 of the Energy Efficiency and Conservation Block Grant (EECBG) funds to the downtown streetlight project. Staff Memo & Attachments
5. Authorize the City Manager to execute a five year agreement between the City of Lawrence and the Kansas State Historic Preservation Officer for the performance of project reviews required under K.S.A. 75-2724, as amended. Staff Memo & Attachments
6. Authorize the Mayor to sign a Release of Mortgage for Larry and Barbara Miller, 1325 E. 16th Street. Staff Memo

ADDRESSING THE COMMISSION: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.
E. REGULAR AGENDA ITEMS:
1a. Consider adopting the following resolutions regarding the City of Lawrence Economic Development policies: Staff Memo & Attachments Staff Memo - Added 10/25/11
a) Resolution No. 6952, repealing Resolution No. 6790 and establishing a policy relating to Transportation Development Districts.
b) Resolution No. 6953, repealing Resolution No. 6887 and establishing a policy relating to Community Improvement Districts.
c) Resolution No. 6954, repealing Resolution No. 6921 and establishing a policy relating to Neighborhood Revitalization Areas
ACTION: Adopt Resolution No. 6952, establishing a TDD Policy, Resolution No. 6953, establishing a CID Policy, and Resolution No. 6954, establishing a NRA Policy, if appropriate.
1b. Consider adopting Resolution No. 6951, renewing the purpose, restating the duties, and renaming the Community Commission on Homelessness to the “Homeless Issues Advisory Committee”, as well as repealing Resolution No. 6608. Staff Memo & Attachments
ACTION: Adopt Resolution No. 6951, renewing the purpose, restating the duties, and renaming the Community Commission on Homelessness to the Homeless Issues Advisory Committee, and repeal Resolution No. 6608, if appropriate.
2. Receive and consider a policy regarding Complete Streets. Staff Memo Complete Streets Policy MPO Resolution of Support
ACTION: Receive draft policy and direct staff to prepare a resolution adopting the policy, if appropriate.
3. Receive presentation from the Sustainability Advisory Board regarding the Climate Protection Plan. Staff Memo & Attachments

I. CALENDAR: Meeting List
· Kansas Water Authority dinner, Thursday, November 3, 6:00 p.m. Location: Union Pacific Depot.
· 2011 NLC Congress of Cities & Exposition Meeting, November 8 – 12. Location: Phoenix, AZ.
· Employee Service Awards, Thursday, November 17, 11:30 a.m. – 1:30 p.m. Location: Douglas County Fairgrounds, Building 21, 2120 Harper Street.
· November 22 City Commission Meeting will start at 5:00 p.m. This meeting is planned to be short.
· City offices closed November 24 and November 25 in observance of the Thanksgiving holiday.
· November 29 City Commission Meeting canceled due to it being the fifth Tuesday.
· Black Hills Energy luncheon with City officials, Tuesday, December 13. Details to follow.

Board of Zoning Appeals/Sign Code Board of Appeals:
One vacancy for a position that expires 09/30/13.
Community Commission on Homelessness:
Two vacancies for terms that expire 12/31/11.
Community Development Advisory Committee:
One position expires 09/30/11. This is an at-large position.
Convention and Visitors Bureau Advisory Board:
Two vacancies – one position expires 07/01/14 and one position expires 07/01/15 and is designated for a hotel/motel industry representative.
Downtown Task Force:
Appointment of seven to eleven members available on this newly formed task force.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/11. Eligibility requirements exist for this board.
One vacancy for a position that expires 11/30/11.
Lawrence Citizen Advisory Board:
One vacancy for a position that expires 03/01/12.
Lawrence Cultural Arts Commission:
One vacancy for a position that expires 01/31/14.
Lawrence Douglas County Advocacy Council on Aging:
Four positions are currently vacant.
