A.        EXECUTIVE SESSION :

 

1.       Consider motion to recess into executive session for approximately 15 minutes for the purpose of consultation with attorneys for the body which would be deemed privileged in the attorney-client relationship.  The justification for the executive session is to keep matters confidential at this time. 

 

ACTION:      Approve motion, if appropriate.

 

 

2.       Consider motion to recess into executive session for approximately one hour for the purpose of discussion of employer-employee negotiations.  The justification for the executive session is to keep negotiations confidential at this time.

 

ACTION:      Approve motion, if appropriate.

 

 

After a short break, the City Commission meeting will resume

at approximately 6:35 p.m. in the City Commission Chambers.

C.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Historic Resources Commission meeting of 06/16/11

Planning Commission meeting of 06/20-22/11

 

2.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

3.       Bid and purchase items:

 

a)       Award bid for one rear load refuse trucks for Public Works Department to Downing Sales and Service for $136,610.  Bid Memo & Attachments

 

4.       Adopt on second and final reading, Ordinance No. 8649, adopting the 2011 Standard Traffic Ordinance, Edition 2011.

 

 

 

D.        CITY MANAGER’S REPORT:          CM Report & Attachments

 

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

ACTION:      Adopt on first reading, Ordinance No. 8650, adopting and appropriating by fund the 2012 City of Lawrence budget. 

 

Adopt on first reading, Ordinance No. 8651, attesting to the increase in property taxes levied for 2012.

 

Adopt on first reading, Ordinance No. 8643, establishing municipal court fees.

 

Adopt on first reading, Ordinance No. 8644, establishing solid waste service rates for 2012.

 

Adopt on first reading, Ordinance No. 8648, establishing water and sanitary sewer service rates, effective November 15, 2011.

 

Adopt on first reading, Ordinance No. 8647, establishing system development charges for water utility and wastewater utility connections for 2012, effective January 1, 2012.

 

 

2.       Receive report from City Auditor on Performance Audit:  City Using Pavement Data to Improve Streets.   Report

·         Hiratsuka 20th Anniversary Delegation to Lawrence, October 3 – 6, 2011.  The delegation will be recognized at the October 4 City Commission Meeting.

 

·         2011 NLC Congress of Cities & Exposition Meeting, November 8 – 12, 2011.  Location:  Phoenix, AZ.

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.
