A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Presentation of the BlueChip Healthy Community Award.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 02/22/11.

 

2.       Receive minutes from various boards and commissions:

 

Public Health Board meeting of 12/20/10

Hospital Board meeting of 01/19/11

Human Relations Commission meeting of 11/18/10

Lawrence Cultural Arts Commission meeting of 12/08/10

Planning Commission meeting of 01/24/11

Mental Health Board meeting of 01/25/11

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.

 

5.       Bid and purchase items:

 

a)       Set a Bid Date of April 5, 2011 for Bid No. B1106 Project WW0601, Anaerobic Digester Improvements at the City of Lawrence Wastewater Treatment Plant.    Bid Memo

 

6.       Adopt the following ordinance(s) on second and final reading:

 

a)       Ordinance No. 8615, to amend Lawrence City Code Sections 17-702, Riding on Sidewalks and 17-114, Riding Abreast.

 

b)       Ordinance No. 8614, authorizing the possession and consumption of alcoholic liquor on the 100 block of E 8th St and the intersection of 8th St and New Hampshire St from 4:00 p.m. – 10:00 p.m. on 04/20/11, and on the 100 block of W 8th St from 4:00 p.m. – 10:00 p.m. on 04/21/11 related to the KU Relays events.

 

7.       Initiate Text Amendment to the City of Lawrence Land Development Code, Chapter 20, Article 4, Section 20-403 to allow Active Recreation as a Special Use in the IG (General Industrial) District.    Staff Memo   Application

 

8.       Authorize the Mayor to sign a Release of Mortgage for Sharon Cox, 800 Maine.  Staff Memo

 

9.       Receive the 2010 Annual Utility System Development Charges Report.  Report

 

10.     Receive the 2010 Year End Revenue and Expenditure Report for Building Activity.   Report

ADDRESSING THE COMMISSION:         The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

D.        REGULAR AGENDA ITEMS:          

 

1.       Consider approving a temporary use of right-of-way permit to BFG Communications for the 2011 Adult Swim Spring College Carnival on 8th Street between Massachusetts Street and New Hampshire, and the intersection of 8th and New Hampshire, from 9:00 a.m. Thursday 04/14/11 to 1:00 a.m. Friday 04/15/11, contingent on departmental approval of specific site layout, receipt of proper proof of insurance, and negotiation of a service agreement to compensate the city for service costs.  Staff Memo & Attachments - (revised 02/28/11) Statements of Support - Added 03/01/11

 

ACTIONS:    Approve a temporary use of right-of-way permit to BFG Communications for the 2011 Adult Swim Spring College Carnival, if appropriate.

 

 

2.       Consider authorizing the Mayor to sign letters to the Kansas federal delegation opposing significant decreases to housing and community development programs, including CDBG, HOME, Public Housing and Section 8.     Staff Memo & Attachments Correspondence - Added 02/28/11

 

ACTION:      Authorize the Mayor to sign letters to the Kansas federal delegation, if appropriate.

 

 

3.        Consider adopting on first and second reading, Ordinance No. 8620 (Added 02/28/11), authorizing the issuance of Industrial Revenue Bonds for the Bowersock Mills and Power Company hydroelectric project and consider authorizing the Mayor to sign various related documents.   Staff Memo - Added 02/28/11  

 

ACTION:        Declare an emergency and adopt on first and second reading, Ordinance No. 8620, authorizing the issuance of Industrial Revenue Bonds for the Bowersock Mills and Power Company hydroelectric and authorize the Mayor to sign various related documents, if appropriate.

·         Public meeting to discuss the potential annexation of Miller and Wells Acres, Wednesday, March 2, 6:30 p.m.  Location:  Heritage Room at the Carnegie Building, 9th and Vermont Streets.

 

·         Welcome reception for Steven Nowak, the new Executive Director of the Douglas County Historical Society, Sunday, March 6, 1:00 – 3:00 p.m.  Location:  Watkins Community Museum of History.   Invitation

 

·         Joint City/County Study Session on recommended Environmental Chapter and Northeast Sector Plan, Tuesday, March 8, 4:00 – 6:00 p.m.  Location:  City Commission Room.

 

·         The March 22 City Commission meeting is canceled due to spring break.  The Commission instead will meet on March 29.

Community Commission on Homelessness:

Two vacancies for terms that expire 12/31/11. 

 

Community Development Advisory Committee:

Two vacancies for at-large positions that expired 09/30/10.

 

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/10 and one vacancy for a position that expires 03/31/11.   Both positions are at-large positions.

 

Jayhawk Area Agency on Aging:

One vacancy on the Advisory Council that expired 09/30/10. 

 

Lawrence Alliance:

Two vacancies for terms that expired 11/30/10.  One vacancy for a term that expires 11/30/11.  One position expired 11/30/10 and is eligible for reappointment. 

 

Lawrence Douglas County Advocacy Council on Aging:

Four positions are currently vacant.

 

Public Incentive Review Committee:

One vacancy for a position that expired 01/31/11.  Eligibility requirements exist for this board.

 

Sister Cities Advisory Board:

Two positions expired 12/31/10.  Both are eligible for reappointment to additional terms.

 

Social Services Advisory Board:

Two positions available for this board.
