RE: Bid No. B09039 - Project UT0901KA Kaw Water Treatment Plant Building Envelope and Roofing Repairs Year 3 – Award Bid.
Please include the following item on the City Commission Agenda for consideration at the August 18th, 2009 meeting.
Award the construction contract for Bid No. B09039; Project UT0901KA - Kaw WTP Building Envelope and Roofing Repairs Year 3 to the low bidder Diamond Everley Roofing in the amount of $98,285.00 and authorize the City Manager to execute the contract.
Project History: In May 2006 the engineering firm Walter P. Moore was retained to investigate the causes of building envelope distress. Their investigation determined that leakage through building lintels has caused brick ties to erode on the 1954 Chemical and Filter building. Their inspection also found deficiencies with the roofing, and the concrete facade materials on both the 1916 and 1954 buildings.
Between February 2006 and February 2009 Phases I & II of the Kaw Water Treatment Plant Building Envelope and Roof Repairs and Rehabilitation have been completed. These projects consisted of the repair and rehabilitation structural deficiencies in the building exteriors on the 1916 and 1954 Kaw WTP Buildings. Project tasks included the replacement of deteriorated and leaking window lintels, repairs to the brick and mortar building facades including crack repairs, mortar repointing, replacement of brick ties and the removal and replacement of broken brick.
The current Phase III of the project consists of the replacement of the roof on the 1916 and ammonia feed buildings; the rehabilitation and point repairs on the roof of the 1954 building; and the repair and replacement of deteriorated roof drainage and gutter systems.
In January 2009 a Supplemental Agreement to the existing Engineering Services Agreement with Walter P. Moore was executed for design and construction phase engineering services related to the Phase III roof replacement and repairs. Walter P. Moore completed the bidding and construction documents for the project. On July 7th, 2009 City Commission set a bid date of July 28th, 2009 for Project UT0901KA Kaw Water Treatment Plant Building Envelope and Roofing Repairs Year 3.
Project Status
On July 28, 2009 bids were received from the following (3) bidders. The bids were opened and the base bids listed below publicly read aloud. The bid tabulation is attached.
Diamond Everley $98,285.00
Premier $116,912.00 (receipt of addenda not acknowledged)
Sellers and Marquis $157,099.00
Engineer’s Estimate $120,000.00
While no amount was bid, Diamond Everley has acknowledged the Add Alternate Recycling Program. Diamond Everley recycles applicable materials as a component of their base bid. Walter P. Moore has reviewed the bids and qualifications of the low bidder and, per the attached letter, recommend awarding the base bid to the low bidder Diamond Everley Roofing.
Project Schedule - We anticipate the following schedule for the remainder of the project:
Award Contract August 18, 2009
Notice to Proceed August 28, 2009
End Construction October 27, 2009
This schedule is contingent upon the contract execution and weather conditions during the construction period.
Project Funding. Phase III of the project is included in the Department of Utilities 2008 Capital Improvements Plan. Funding for the Phase III construction will come from the Department of Utilities Capital Improvement Project non-bonded construction fund.
Action Request. Award the construction contract for Bid No. B09039; Project UT0901KA - Kaw WTP Building Envelope and Roofing Repairs Year 3- to the low bidder Diamond Everley Roofing in the amount of $98,285.00 and authorize the City Manager to execute the contract.
