CHANGE ORDER PROPOSAL TO CONTRACT RFP 2003-1 WITH MV TRANSPORTATION, INC.

I am respectfully seeking your approval to amend the current service contract, RFP 2003-01, with MV Transportation, Inc. to add a FTE Road Supervisor.
Due to rising demand for T-Lift Paratransit Service and a 6 month pattern of denial of service on weekday afternoons and Saturdays caused by capacity issues, I have authorized that the Contractor (MV Transportation) increase T-Lift service hours an additional 24 hours a week during weekday afternoons and Saturdays to eliminate denials and to comply with ADA regulations regarding providing complementary ADA service for persons with disabilities.
Increasing the hours of service impacts the existing contract terms as listed under RFP 2003-01, Part II “Scope of Work”, Section 4 “Required Staffing”, subsection 4.1 that states, “The Contractor, at a minimum shall provide one FTE on-duty supervisor for every ten (10) on-duty-driving assignments or increments thereof.” Currently there are two Road Supervisors covering twenty (20) on-duty driving assignments for both fixed-route and paratransit services. The addition in service hours for T-Lift service has resulted in twenty-one (21) on-duty assignments and causing the need to add another Road Supervisor per contract terms. As the transit system grows, and demand for service increases this Road Supervisor will be able to assist in monitoring the performance of the system and the level of service provided to the residents of Lawrence.

Attached is a Cost Analysis prepared by MV that goes into greater detail about the proposed Road Supervisor staffing change.
In reviewing the FY06 transit budget, I have verified that there is sufficient funding in the Service Contracts line item (210-1014-514-26-09) to cover this additional expense.
Attached is a Change Order Number 3 for approval to amend the current service agreement dated June 24, 2003 between the City of Lawrence, Kansas (CITY) and MV Transportation, Inc. (MV) to add a one (1) Road Supervisor.
