Recommendations/Options/Action Requested:

Receive the Climate Protection Plan and Sustainability Update and provide direction as appropriate.

Executive Summary:

 

Cities are responsible for more than 70 percent of carbon emissions. While Lawrence may not be able to solve climate change alone, we can be part of the solution. The Lawrence City Commission first committed to emissions reduction goals with a Climate Protection Plan in 2009.

 

Greenhouse gas emissions reduction goal for the City of Lawrence:

       30% reduction by 2020

       50% reduction by 2030

       70% reduction by 2040

       80% reduction by 2050

 

The Climate Protection Plan identifies seven strategies to reduce emissions:

  1. Sustainability Staffing & Initiative Financial Support
  2. Strengthen Energy Conservation Policies, Building Standards
  3. Incorporate the goal of reducing greenhouse gas emissions into land use planning
  4. Develop transportation policies and programs to consume less energy and reduce emissions
  5. Education & Outreach
  6. Waste Reduction & Water Use
  7. Leadership in Municipal Operations

 

The city has made progress on all of these recommendations in the last decade and reduced emissions.

 

The staff presentation includes progress highlights from each strategy area, greenhouse gas inventory update, lessons learned, and possible next steps for climate action.
