Recommendations/Options/Action Requested:

 

Approve a Special Event Permit, SE-19-00130, for the Grinder Nationals bike races at 400 N. 1st Street Block 3, 300 Massachusetts Street, 100 Elm Street Block 1, and Plate N06425B on April 13, 2019 from 6:00 a.m. – 6:00 p.m.  Submitted by Troy Farrar of USECF, with permission of The City of Lawrence, KS, property owner of record.

 

Executive Summary:

There will be three bicycling events as part of this event: Grinder Nationals, Gravelleur’s Raid, and The Joy Ride. Grinder Nationals is a 100-mile race while Gravelleur’s Raid is a 50-mile race. Both races take place in Douglas and Jefferson Counties and will start and finish on the levee, west of N 2nd Street near Johnny’s Tavern. The Joy Ride will be a short ride along the levee lead by the Lawrence Bicycle Club. The applicant expects 200-300 participants. This is the second Grinder Nationals race in Lawrence but the first time using the levee and surrounding area.

 

The requested areas will be used for overflow parking, helmet fitting for Joy Ride Helmet Giveaway, family entertainment area (possible fire truck or police car), race timing equipment, and spectator area near the finish line.

 

Primary parking will be at the Union Depot and City Levee parking lot (SE corner of Locust & N 2nd Street). The parcel at 400 N 1st Street will be for overflow parking only. Event volunteers in orange vests will direct traffic prior to the event at 6 AM. Traffic cones will be provided.

 

The applicant will provide Porta Johns and trash receptacles and will ensure trash is picked up and hauled away after the completion of the event.

 

The applicant has no temporary signage requests and does not intend to sell or serve alcohol. Johnny’s Tavern will be selling food and alcohol within its building – no outside sales proposed. Johnny’s is a sponsor of the event. There will be a 10’ X 10’ open/canopy tent. Event fees will benefit the United States Endurance Cycling Federation – USECF. The applicant has added the City of Lawrence to the event’s insurance policy for April 13th, 2019.

 

The applicant is working with the Parks & Recreation Department on a Parks Special Event Permit for use of the levee. The applicant is working with the Municipal Services Department on a use of right-of-way permit and to secure the city owned parking lot at Locust and N. 2nd Street.
