Recommendations/Options/Action Requested:

Award Bid No. B1901 to Banks Construction and authorize the City Manager to execute a construction contract in the amount of $269,735.00 for the Camelback Drive Waterline Replacement Project (2018 CIP# UT9902).

Executive Summary:

The Camelback Drive Waterline Replacement includes the replacement of approximately 1,500 linear feet of 8” cast iron pipe from the 1960s with 8” PVC waterline.  This project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Camelback Drive.  Projected completion of the project is October 2019.

Professional Engineering Consultants completed construction documents and advertised the project on February 21, 2019. The City received six (6) bids and the low base bidder was Banks Construction at $269,735.00. Bids were read on March 19, 2019 and are as follows:

Westland Construction

$471,949.00

Hettinger Excavating, LLC

$488.775.00

Banks Construction

$269,735.00

M-CON, LLC

$543,093.00

RD Johnson Excavating

$559,750.00

Schuetz Construction, LLC

$501,402.00

Engineer’s Estimate

$390,260.00

A minor error noted in the bid tabulation of RD Johnson Excavating, resulting in a net addition of $110.00, increased their bid to $559.860.00, however this did not affect the bid order. This project is in both the 2018 Budget and Capital Improvement Program (CIP# UT9902). Professional Engineering Consultants (PEC) has reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction.  PEC recommends awarding the bid to Banks Construction in the amount of $269,735.00.
