Executive Summary: |
On March 7, 2017, the City Commission adopted a strategic plan which included seven (7) Critical Success Factors and eight (8) priority initiatives. One of those priority initiatives was to develop a plan to implement priority-based budgeting and enhance communication in the annual budget process.
On August 14, 2018, the City Commission received a presentation by Chris Fabian, Founder of the Center for Priority Based Budgeting and ResouceX, who outlined how other communities use priority-based budgeting.
On October 2, 2018, the City Commission approved a three-year agreement with Resource Exploration, LLC (ResourceX). They have assisted staff with the implementation of priority-based budgeting through regular meetings and on-site staff trainings.
There are five (5) general steps to implementing priority-based budgeting. First, staff identified what programs the City provides across all City departments. Second, staff identified the costs associated with providing each program. Third, departments scored their programs against the scoring matrix that was developed based on the City’s strategic plan and approved by the City Commission. Fourth, peer groups reviewed department scores to ensure consistency across all departments. Fifth, there was a final review of results. The outcomes of this process are what are shown on the open data site.
On April 9th staff will facilitate a discussion on the results, the purpose of March 19th is to get training on the open data site. |
