Department:

Municipal Services & Operations

Commission Meeting Date: Feb. 5, 2019

Staff Contact:

Jonathan Marburger, Project Engineer

Recommendations/Options/Action Requested:

Approve budget enhancements for the 2018 ADA Sidewalk and Ramp Project (2018 CIP# CI09) and 2017 CDBG Ramp and Haskell Pedestrian Crossing Project (2017 CIP# PW17E7) by allocating $200,000 from the 2019 Bike/Ped Program (CIP# CI09) and increasing CDBG funding by $37,000.

Waive the requirement to rebid Bid No. B1900 for 2018 ADA Sidewalks and Ramps and 2017 CDBG Ramps and Haskell Pedestrian Crossing projects and award bid to Phoenix Concrete and Underground, LLC in an amount of $550,456.28, which upon City Engineer review is confirmed to be a responsive bid.

Executive Summary:

Two (2) sidewalk and ADA ramp projects were let together on January 15, 2019 in an effort to increase buying power and contractor coordination:

·         2018 ADA Sidewalks and Ramps (2018 CIP# CI09)

·         2017 CDBG Ramps & Haskell Pedestrian Crossing (2017 CIP# PW17E7)

Four bids were received, all of which exceeded the engineer’s estimate. ADA ramp and sidewalk gap needs are a city priority, and costs are only expected to increase in the future, so city staff prepared a recommendation for enhanced funding that enables construction of all improvements planned in these projects this year. The attached memorandum provides an explanation of the cost considerations and recommended funding enhancement.

Staff requested input from the Transportation Commission on February 4, 2019. The Transportation Commission reviewed this item on February 4, 2019 and recommended proceeding with the enhanced budget in order to complete the full scope of improvements planned for these projects.

Typically bids that exceed the Engineer’s estimate are rejected and rebid. Charter Ordinance No. 45 authorizes the City Commission to waive the rebidding process. The low bidder, Phoenix Concrete and Underground, is $185,466.38 more than the Engineer’s estimate but $174,385.72 less than the highest of four (4) bidders. The recommended bid of $550,456.28 can be funded within the recommended enhanced budget by using currently un-programmed 2019 bike/ped funds and additional Community Development Block Grant (CDBG) funds. The City Engineer reviewed the bid and recommends that the Commission waive the requirement to rebid the project and award the contract to Phoenix Concrete and Underground, LLC.

Strategic Goal Area:

Safe, Healthy, and Welcoming Neighborhoods

Innovative Infrastructure and Asset Management

Fiscal Impact (Amount/Source):

The fiscal impact to the City for construction is $550,456.28. This item is included in the 2017/18/19 CIP (CI09, PW17E7CIP) to be funded with Infrastructure Sales Tax, Bonds, and CDBG funds.
