Recommendations/Options/Action Requested:

Award Bid No. B1846, Massachusetts Street, 14^th Street to 11^th Street, Lane Reconfiguration (PW18E10), to C-Hawkk Construction, Inc. in the amount of $95,828.50.

Executive Summary:

On June 5, 2018, the City Commission authorized the Mayor to sign an agreement with the Kansas Department of Transportation for a two-way left turn lane on Massachusetts Street at 13^th Street, and bike lanes from 11^th Street to 14^th Street (CIP# PW18E10).  The agreement was for $100,000 of Highway Safety Improvement Program (HSIP) funds with a city match of at least ten percent (10%).  Infrastructure Sales Tax funds were budgeted for the project in an amount of $50,000. 

The project will eliminate one (1) northbound travel lane, add a left turn lane at 13^th Street and add buffered bike lanes in each direction. The bike lanes will be a minimum of five (5) feet (varies throughout the corridor) with an additional two (2) foot painted buffer.  The bike lanes will include green pavement markings at street crossings to draw attention to the presence of a bike lane.  A bike box will be provided in the southbound direction at 14^th Street.  The street maintenance contract with Sunflower Paving completed the mill and overlay and centerline striping in advance of this project.

Construction plans were developed by Bartlett & West, Inc. at a cost of $26,725.   The project was bid August 21, 2018.  The low bidder was C-Hawkk Construction, Inc., in the amount of $95,828.50.
