Award Bid No.B1834, 23rd Street from Massachusetts Street to Louisiana Street (CIP Project Numbers PW18E9, PW18E10, and UT9902), to Sunflower Paving in the amount of $2,077,599.20.

 

Executive Summary:

The 23rd Street project is budgeted for $2,300,000 in the 2018 Capital Improvement Program. The project includes: PW18E9 – 23rd Street mill & overlay from Iowa to Ousdahl, PW18E10 – 23rd Street center turn lane from Massachusetts Street to Louisiana Street, and UT9902 – waterline replacement from Louisiana Street to Barker Avenue. Combining these projects allows the City to mill & overlay 23rd Street after the water main is replaced and provide a uniform surface from Iowa to Learnard Avenue.  Sidewalks and ADA ramps are also included on the north and south sides of 23rd Street.  These projects are funded from multiple sources including:

*On May 15, 2018, the City Commission adopted Resolution No. 7246, which authorized the issuance of debt, including an increase in the amount from the previously budgeted $200,000 to a total of $500,000.

 

Construction plans were developed by Professional Engineering Consultants. The mill and overlay of 23rd Street from Ousdahl to Louisiana will be done this fall. Waterline work to reconstruct approximately 2500 feet of 12 inch 1950’s cast iron from Louisiana to Barker will begin this fall and be completed next spring. Upon completion of the waterline, 23rd Street will be milled and overlaid from Louisiana to Learnard.  Completion of the sidewalk gap on the north side of 23rd Street and reconstruction of the sidewalk on the south side of 23rd Street will occur next spring.  Utilities are being relocated this fall and staff is working to obtain the necessary easements to complete the sidewalk work.  All construction is scheduled to be complete by summer 2019. The project was bid September 11, 2018 and the low bidder was Sunflower Paving. City Staff reviewed the bid and recommends awarding the contract to Sunflower Paving.
