Approve a Special Event Permit, SE-18-00173, for the Lawrence Beer Company anniversary event on August 31, 2018, from 5:00 p.m. - 11:00 p.m., located at 826 Pennsylvania Street. Submitted by Matt Williams, on behalf of Williams Management LLC, property owner of record.

Executive Summary:

The Lawrence Beer Company is celebrating one year in business with live music, entertainment for all ages, public art, and street vendors. The event will take place at 826 Pennsylvania Street on August 31, 2018 from 5:00 p.m. to 11:00 p.m. Attendance is expected to be in the range of 3,500 to 4,000 guests.

The 800 block of Pennsylvania Street, and 8th Street between New Jersey Street and Delaware Street, will be blocked to vehicular traffic during the event. The applicant has secured a right-of-way permit, CL-27160, for this street closure. Lawrence Beer Co. will place “no through traffic” signs at Connecticut Street neighborhood inlets. Parking signage and communication will be placed at various intersections with guidance from the neighborhood association and the Public Works department.

Streets will be closed with barricades for pedestrian protection.

Five (5) parking lots on Delaware Street will be designated for use, as well as on-street parking throughout the neighborhood. ADA parking will be available in the parking lot directly behind the building at 832 Pennsylvania Street.

Alcoholic beverages will be for sale at various locations throughout the event. The Lawrence Beer Company has requested a permit for the temporary sale, possession, and consumption of alcohol for the same area described in the right-of-way permit CL-27160. No alcoholic beverages will leave the footprint of the event.

Hired security will patrol the event grounds and volunteer security will enforce the bike rack perimeter. There are no police department staffing resources requested.

The Warehouse Arts District will arrange drop-off/pick-up of 20 to 30 Cans for the Community boxes.

Fifteen to 20 portable toilets will be placed in two areas within the event footprint. At least two portable ADA accessible toilets will also be provided.
