Recommendations/Options/Action Requested:

 

Conduct a public hearing, consider a recommendation from the Historic Resources Commission, and adopt the Ordinance 9437 on first reading to designate 1655 Mississippi Street as a Landmark on the Lawrence Register of Historic Places (L-17-00123).

 

 

Executive Summary:

The HRC determined that 1655 Mississippi Street meets the criteria identified in City Code Section 22-403 for landmark designation. The HRC adopted Resolution 2017-09 recommending designation for the property. Chapter 22 requires the City Commission to consider the application of a landmark at public hearing.  At the City Commission public hearing on February 6, 2018, the City Commission asked staff to provide additional information to the commission and to property owners within the proposed environs of the property on the landmark nomination. Staff mailed additional information to property owners on March 15-16, 2018. (See attached letter.)

 

The commission asked staff to provide information on the amount of time an environs review for a building permit was compared to a non-environs building permit. Only a small sample size was available due to the number of permits, but the average time for an environs review was twice as long as a typical building permit review. See attached memo for more information about this item.

 

The commission asked staff to verify the chart that was included in the packet information.  This chart reflects the written communication received by the HRC up to the time of the last public hearing by the HRC.  Staff has reviewed all of the written correspondence and the written correspondence chart is attached.

The commission asked staff to provide the form letter sent to the HRC by property owners.  That letter is attached.

There is currently no financial impact to the city associated with listing structures in the Lawrence Register of Historic Places.
