Award Bid #1760 to Tarlton for construction services for structural repairs to the Riverfront Garage for CIP PW17B10 (PW1716) in an amount of $196,000. |

Executive Summary: |
The City maintains three multi-story parking garages (Riverfront, New Hampshire, and Vermont). Walker Restoration Consultants completed an inspection and assessments of these garage structures in May 2017 and compiled construction documents and specifications for these repairs in October 2017. It is recommended that the repairs at the River Front Garage be completed as soon as possible:
Ψ Repairs to the structural double tees and spalling concrete Ψ Failed sealants and failed expansion joints
Bids were received on December 5, 2017. Restoration and Waterproofing submitted a bid of $191,637.00. Although Restoration and Waterproofing was the low bidder, they failed to fully complete the bid documents specifically the Contractors Qualification Statement. The examples of work submitted and performed by Restoration and Waterproofing were consistent with masonry restoration work however not concrete parking structure restoration. The engineer from Walker Restoration Consultants does not believe this meets the qualifications for this work. As such the engineer is recommending the next lowest bid Tarlton (recommendation attached). Tarlton fully completed all sections of the bid documents and provided 5 examples of successfully completing parking structure restoration projects. Additionally, they are currently working on several parking structure projects. Walker Restoration Consultants is recommending accepting Tarlton Corporation as the lowest qualified contractor for this work. At a price of $196,000.00.

Fiscal Impact (Amount/Source): |
The total fiscal impact to the City is $196,000.
The 2017CIP has $150,0000 budgeted for this project. The remaining $46,000 can be absorbed through savings realized in the annual parking fund operating budget. This will require an amendment to the 2017 CIP, increasing the budgeted expense for this project by $46,000.
