Recommendations/Options/Action Requested:

 

Award Bid No. B1745 to John Rohrer Contracting Company and authorize the City Manager to execute the construction contract in the amount of $1,058,526.00 for the Kaw River Water Treatment Plant Basin Repairs Project UT1503.

 

Authorize the City Manager to execute Supplemental Agreement No. 3 in the amount of $75,500.00 to the Engineering Services Agreement with Walter P Moore for construction phase engineering services for the Kaw River Water Treatment Plant Basin Repairs Project UT1503.

 

Executive Summary:

The Kaw River Water Treatment Plant Basin Repairs Project UT1503 includes structural repairs on the presedimentation basin, primary settling basins, and secondary basins at the Kaw Water Plant. Repairs to the basins include: repairing concrete spalls and delamination on basin walls and slabs, crack injection, walkway repair, and handrail repair.

 

Walter P Moore completed construction documents for the five basins, and the project advertised on July 5, 2017. Bids were opened on August 1, 2017 and the bids were read publicly aloud as follows:

$1,309,250.00

 

A minor irregularity occurred in the bid process. At the time of the bid opening, John Rohrer Contracting Company did not include written acknowledgement and acceptance of Addenda 1. The authorizing agent for John Rohrer Contracting Company was contacted immediately after the public bid opening, where they verbally confirmed their acknowledgement and acceptance of Addenda 1. This acknowledgement and acceptance did not result in any modifications of the submitted bid. Written acknowledgement and acceptance was received on August 1, 2017.  A minor error was also noted in the bid tabulation of John Rohrer Contracting Company; however, the error resulted in a net deduction of $2,657.00, bringing the adjusted Grand Total to $1,058,526.00. John Rohrer Contracting Company acknowledged and agreed to this correction. Walter P Moore has reviewed the bids, qualifications, and current project commitments of the low bidder, John Rohrer Contracting Company. Walter P Moore recommends awarding the bid to John Rohrer Contracting Company in the amount of $1,058,526.00.

 

Staff have negotiated Construction Phase Engineering Services with Walter P Moore for the project. These services include material submittal reviews, construction inspection, and attendance of bi-weekly project progress meetings over the course of construction. The fee for these services is $75,500.00.

Fiscal Impact (Amount/Source):

The fiscal impact to the City is $1,134,026.00 for this project. The project requires an amendment to the 2017 Capital Improvement Program (CIP) and the project is funded within the 2017 Utilities Department budget and rate model.
