Recommendations/Options/Action Requested:

 

Adopt Resolution No. 7217, authorizing the issuance of General Obligation Bonds for the Community Health Building (CIP #PW17B7) and Fire Medical (CIP #PW17B2) Building improvements.

 

Executive Summary:

The Community Health Department, Bert Nash Mental Health, and Visiting Nurses Association are located in the Community Health Facility at 200 Maine Street.  After several years of heaving and settling, the building has finally stopped shifting.  This has resulted in several areas where the floor has settled and the ceiling and walls have cracked.  To rectify these issues the floors will be leveled with mud jacking,  some concrete and floor coverings will be replaced, and the walls and ceilings will be repaired.  The cost of the project is $45,500.  The City and County will share this expense equally, with each agency funding $22,750 of the project.

 

Fire-Medical Administration / Station No. 5 has several areas around the building where water is infiltrating into the facility.  A collection basin and piping to the storm sewer system is needed to resolve this issue.  Grading, seeding, and erosion control will also be included in the project.  The estimated cost of these drainage improvements is $20,000.  The concrete drives at both Fire-Medical Station No. 4 and Station No. 5 have significant spalling and deterioration.  Approximately $70,000 will be used to replace the worst areas.  These repairs are included in the 2017 CIP, Project #PWB7CIP.  The fiscal impact to the City is $90,000.

The total cost to the City from these projects is $112,750. Adoption of Resolution No. 7217 authorizes the issuance of bonds in the amount of $135,500, of which the County will reimburse the City for $22,750. These projects are budgeted in the 2017 CIP (CIP #PW17B7 and CIP #PW17B2).
