Recommendations/Options/Action Requested:

 

Open a Public Hearing to receive comments on the special assessments for street and sanitary sewer improvements in Venture Park.

 

Pending comments and Commission discussion, adopt on second reading Ordinance No. 9374 levying special assessments on certain property to pay the construction cost of internal improvements in the City of Lawrence, KS, as previously authorized by Resolution No. 7016 and Resolution No. 7049 of the City; and providing for the collection of such special assessments (Project No. PW1224).

 

 

Executive Summary:

The infrastructure of Venture Park includes streets, watermain and sanitary sewer.  These improvements have been completed and accepted. These improvements are to be funded through special assessments.  The City is the majority owner of the property and the other owners include Westar, AT&T, and Douglas County.

 

When the City Commission established the benefit district in 2013, the City entered an agreement with Douglas County to defer payment of the County’s assessments until such time as the lots are sold or transferred (agreement attached). The City’s 2018 recommend budget anticipated the County making these payments. In light of this 2013 agreement, the City will fund the County’s portion of these payments, estimated to total $85,162 per year. The agreement states that the County will reimburse the City upon the sale or transfer of the lots. 

 

Notices were mailed to all the owners and published in the Lawrence Journal-World.

These projects are completed. The total project costs including temporary notes and bond issuance is:

$8,732,426.61

·         Sewer

$  798,064.52

 

These costs will be bonded and paid for with special assessments.
