Approve purchase of 3,500 tons of de-icing salt exercising Douglas County’s Cooperative Bid No. 17-F-0013, from Central Salt, in the amount of $43.99 per ton for a total award of $153,965.

Executive Summary: |
In a normal winter the City of Lawrence requires the use of approximately 6,000 to 7,500 tons of salt. With the growing number of lane miles (852) maintained, salt consumption continues to increase. A typical single application to cover all of the current streets in the city requires 130 to 150 tons of salt. Salt brine is used prior to a snow/ice event acting as a bond breaker and assists in the removal of snow/ice from pavement. Approximately 47 tons of salt is needed to produce salt brine. The milder than normal 2016 – 2017 winter resulted in six (6) events that crews responded to with a total consumption of 4,026 tons of salt used for Street Division and Park and Recreation operations. The purchase of 3,500 tons of salt will replenish the pre-winter stockpile total to nearly the desired 10,000 tons.

The 2017 approved budget provides $280,000 from the general fund salt materials Line item 001-3-3000-4504 for the replacement of salt supplies. Because of favorable prices and the milder than normal winter staff recommends the expenditure of $153,965.00 from the approved budget for this purchase.
