Executive Summary: |
At is September 6th meeting, the City Commission authorized staff to issue a Request for Proposals (RFP) for parking consulting services for the purpose of conducting a comprehensive study of the parking system serving Downtown, the East Lawrence neighborhood and neighborhoods surrounding the University of Kansas. In response to the RFP, the City received four competitive proposals from qualified firms. The table below reports a summary of the firms and their total cost proposals. Firms had the option of using City staff to supplement their labor costs, so the total cost of proposals reported below were negotiable.
The project served as the selection committee. That team consists of City staff from the departments that play some role in the parking system, and KU’s Director of Parking and Transit. After reviewing all four proposals, the committee interviewed Walker and Desman and selected Desman as the recommended firm. Both finalists were competitive but Desman was more competitive on cost and intangibles such as feel for the community and industry leadership in sustainable “green” parking.
The recommended firm will conduct an environmental scan, an analysis of the City’s current parking system, including capacity and utilization trends, and a stakeholder engagement process, including a citizen engagement survey. The final deliverable is a report of analysis and findings and a long-term implementation plan (5-to-10 years). The firm will develop recommended changes and strategies to improve the management, quality and effectiveness of the parking system. The City will receive baseline data that will inform future decisions about the parking system as it works through the implementation plan.
If authorized, staff, will begin negotiating a service agreement with Desman Design Management consultants and execute the agreement upon successful negotiation.

Desman’s cost proposal totals $80,690 and but the final cost is expected to shift slightly as the scope of deliverables is refined through negotiations on the service agreement. The study will be funded by the Public Parking System Fund.
