Public Works staff requests approval of Change Order No. 1 in the amount of $141,549.16 to Nowak Construction Company, Inc. for construction of the Maple Street Pump Station – Project #PW1133.

 

Executive Summary:

The Maple Street Pump Station project is complete. There were four changes to the original project that make up approximately 82% of the requested change order.

 

The first change extended the casing pipe that carries the storm sewer force main under the railroad track.  The plans had originally shown the casing pipe extents to just north of the existing rail road track.  It was decided to extend the casing all the way to the railroad right of way as added protection for the force main and to allow for any potential future rail spur lines. 

 

The second change was to reconstruct the intersection of 6th & Locusts Streets with concrete pavement instead of asphalt.  The reconstruction of the intersection began in mid-January and it was planned to reopen the intersection in a relatively short time frame.  Unfortunately the existing road sub base was found to be in poor condition and needed to be reinforced with additional rock.  In addition the local businesses to the east of the project raised concerns with the length of time the intersection was to closed adversely affecting them.

 

The third item included the addition of base rock to the intersection of 7th and Lincoln Streets.  The existing sub base at this location was also found to be in poor condition and therefore necessitated the additional rock base.

 

The four item included the repaving of the streets adjacent to the project centerline north of the railroad tracks.  Specifically this included the portion of Maple Street immediately south of the pump station, 6th Street from Maple to Lincoln Street and Lincoln Street from 6th to 7th Streets.   The remaining items listed on the change order include small bid item overruns, a couple of utility line adjustments, repairs at the existing Walnut Street Pump Station and some grading changes along the west side of 6th Street north of Perry Street.

Fiscal Impact (Amount/Source):

The Maple Street Pump Station budget was $6.25M; funded with Infrastructure Sales Tax ($4.5M) and general obligation bonds (1.75M).  The project is complete and the total construction cost was $6.08M.
