Adopt Resolution No. 7170, approving the Multi-Jurisdictional Debris Management Plan 2016 edition, as approved by the Federal Emergency Management Agency. |

Executive Summary: |
The Multi-Jurisdictional Debris Management Plan is a result of a joint effort between Douglas County Emergency Management and the Public Works Departments of Douglas County, Lawrence, Baldwin City, Eudora, and Lecompton. The purpose of this plan is to create a unified response, following FEMA guidelines, to a disaster event generating a significant amount of damage or debris to be removed. The plan addresses the following topics:
· Outlines the way debris operations will be organized, using National Incident Management System (NIMS) and Incident Command System (ICS). · How manpower and equipment usage will be tracked for reimbursement purposes. · Identifying alternative and temporary debris sites. · The process for selecting and approving contractors during debris operations. · A basic strategy for public information regarding post-disaster cleanup. The 2016 version will replace the previously adopted plan from 2009, in accordance with FEMA regulations. |

Adoption of the multi-jurisdictional plan does not have fiscal impact. Adoption of a Debris Management Plan is required in the event of a disaster to be eligible for federal reimbursement funds. |
