Adopt on first reading Ordinance No. 9286, allowing the sale, possession and consumption of alcohol on the public right-of-way on the 900 block of New Hampshire Street on Friday September 30, 2016 from 9:00 a.m. to 11:59 p.m. during the Final Friday event.
Approve a street event permit for the 2016 Final Friday event on Friday September 30, 2016 from 9:00 a.m. to 11:59 p.m. for the closure of the 900 block of New Hampshire Street.
Approve the donation of various City of Lawrence service from Parks and Recreation and Public Works Departments. |

Executive Summary: |
The Lawrence Arts Center has applied for street event temporary use of right of way permit for their 2016 Final Friday event which will be held on Friday September 30, 2016 from 9:00 a.m. to 11:59 p.m.
The event will require the closure of the 900 block of New Hampshire Street on Friday September 30, 2016 from 9:00 a.m. to 11:59 p.m. (see attached map).
The Arts Center has also requested a number of City services to be donated for the event (see request). Staff has reviewed the request and determined that no additional Police or Fire Medical Department staff will be needed. Trash containers and barricades make up the remainder of the request. Those services are available and can be donated if authorized by the City Commission.
Access to the New Hampshire parking garage would be maintained via the southernmost entrance on New Hampshire Street as well as the 9th Street entrance. The street would be blocked with movable barricades, but the applicant will maintain adequate width in the westernmost lane for fire apparatus access to the garage in case of emergency.
The Arts Center has also requested an ordinance authorizing the sale, possession and consumption of alcohol for a portion of the 900 block of New Hampshire Street during their event.
The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 for this event and was found to not be within 400 feet of a church or school. The alcohol portion of this event will be located on the northern half of New Hampshire Street.
