Monthly Planning & Development Services Report
The attached report provides an update on several city of Lawrence projects in process in the Planning and Development Services Department.
Breezedale Monument Restoration Receives 2nd Award
The Kansas Preservation Alliance has awarded the Breezedale Monument Restoration project with its 2016 Merit Award for Excellence with Distinction. The monuments were constructed in 1909-1910 and are located at the intersection of Massachusetts Street and 23rd Street. Funding for the project included a Transportation Enhancement grant and a preservation grant from the Douglas County Community Foundation. The project repaired the west monument, reconstructed the east monument and seat, and repaired the historic lighting fixtures. (See Attached photos)
The Breezedale Monument project received an award from the Kansas Chapter of American Public Works Association earlier this year.
City of Lawrence Speed Hump/Speed Cushion Policy
The City of Lawrence adopted a Speed Hump/Speed Cushion policy on August 19, 2003. This policy gives direction on when speed humps, a rounded raised area of pavement, are permitted on residential streets. It also gives direction on when speed cushions, a speed hump with an unraised path for emergency vehicles, are permitted on collector streets. The City of Lawrence has also installed raised crosswalks which have a 6 foot parabolic approach on each side of a 3 inch high 10 foot wide raised platform. The speed humps and speed cushions used in the City of Lawrence follow the recommendations issued by the Institute of Transportation Engineers (ITE) Guidelines for the Design and Application of Speed Humps and Speed Tables. These guidelines recommend 12' to 14' foot long speed humps with parabolic profiles for use on residential streets where the desired operating speed is 25 mph. A vertical height of 3 inches is recommended for speed hump cross-sections. The City of Lawrence has also used 3.5 inch speed humps for some applications.
