Downtown Shot Put 2016

 

 

eXplore Lawrence has requested a Street Event Temporary use of Right of Way permit and an alcohol ordinance for the 2016 downtown shot put event to be held on Thursday, April 21, 2016, from 6:00 A.M. to Saturday, April 23, 2016, to 6:00 A.M. Construction of the shot put sector is planned for Friday, but may be built on Thursday in the event of rain on Friday. The event would take place on Friday, April 22, 2016, from 6:00 P.M. to 11:00 P.M. (Map). The additional closure time is needed to construct and take down the throwing sector.

 

The event throw area (sector) would be created by trucking in crushed limestone filler material. The city’s Public Works Department has been involved in the planning of this site and would conduct the construction and cleanup of the site to ensure that the street surfaces are not damaged. This site would be cleaned up overnight and early morning after the event in order to get the street and intersection open as quickly as possible. The cost to the Public Works Department has traditionally been reimbursed to the department from the Transient Guest Tax Fund. Last year that reimbursed amount was $8,500.00.

 

The Street Maintenance Division would provide barricades for closing the streets for the event. The event organizers are also requesting that Parks and Recreation provide six additional trash barrels and two sets of bleachers. The organizers also request standby medical support during the event.

 

The applicant has also requested an ordinance authorizing for sale, possession and consumption of alcohol on the 100 block of E. 8th Street during the event.

 

The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was found to not be within 400 feet of a church or school.

 

Event notification was sent out to adjacent property owners on February 10, 2016, advising them of the event as well as being on the February 23, 2016 commission agenda (see attached notice). In addition to this notice, coordination with Parks and Recreation, Public Works, Police, Fire/Medical, Lawrence Transit, eXplore Lawrence, Lawrence Association of Neighborhoods and Down Town Lawrence, Inc. was completed with no issues be identified.

 

ACTION

Adopt on first reading, Ordinance No. 9200, authorizing the possession and consumption of alcoholic liquor on the 100 block of E 8th Street, and the intersection of 8th Street and New Hampshire Street from 12:00 p.m. – 11:00 p.m. on Friday, April 22, 2016.
