Authorize the Interim City Manager to execute change order No. 1 for the Michigan/Arkansas, 2nd Street to 4th Street Waterline Replacement Project, UT1427.

 

Background

The Michigan/Arkansas Street, 2nd Street to 9th Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Michigan/Arkansas Street from 2nd Street to 9th Street waterline as a priority for replacement due to the size, age, and condition of the 6” and 8”, 1922, 1958, and 1959 cast iron main. In addition to the Michigan/Arkansas section, this project will also replace the existing 6”, 1959 cast iron main on Florida Street from 3rd to 4th Street. Similar to the existing line on Michigan/Arkansas, the section of waterline on Florida Street from 3rd Street to 4th Street needs to be replaced due to size, age, and condition. The proximity and similar scope of work to the Michigan/Arkansas Street project affords the opportunity to complete the smaller Florida Street project in conjunction with the larger Michigan/Arkansas project.

 

Project Description

The Michigan/Arkansas Street, 2nd to 9th and Florida Street, 3rd to 4th Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 5,800 linear feet of 6” and 8”, 1922, 1958, and 1959 cast iron main with 8” PVC waterlines. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Michigan/Arkansas Street from 2nd Street to 9th Street and Florida Street from 3rd Street to 4th Street. 

 

Project Details

The Utilities Department’s contractor, Banks Construction, is currently replacing the waterline on Arkansas Street from 9th Street to 7th Street as part of the Michigan/Arkansas Waterline Replacement 2nd to 9th Street project.  During the excavation of the existing 1954 16” concrete main at 9th and Arkansas, it was discovered that the concrete main is not located on the Northern edge of 9th street, as shown in the city’s maps.  The actual location of the concrete main is directly in the center of 9th Street. Due to the location of the main, it would be necessary to close 9th Street to complete the work as planned.  In order to keep 9th Street open to two-way traffic while maintaining a safe working environment for the contractor and the public, the connection of the new waterline to the existing system has been revised.  The new layout will extend the new waterline on Arkansas to the South side of 9th Street, which will remove an additional 70’ of 1922 Cast Iron pipe from the system, tying into the existing 1984 Ductile Iron at the SW corner of 9th and Arkansas.

 

Change Order No. 1 represents a net increase to the construction contract of $28,600.00 and a 14-day extension to the overall contract times. Change Order No. 1 includes the   installation of additional pipe, valves and fittings. In order to complete this work, there are also additional costs for restoration, traffic control, bore pit construction, equipment set up, pot holing of existing utilities, and costs for necessary abandonments once the new line is in service.

 

Utilities staff have reviewed the proposed Change Order No. 1 and recommend authorizing its execution.

 

Construction Contract Costs

Original Contract                 $1,143,600.00

Change Order No. 1                $28,600.00

Current Contract Total         $1,172,200.00

 

Change order cost adjustments are 2.5% of the original contract amount.

 

Project Funding

The project is funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

 

Action

Authorize the Interim City Manager to execute Change Order No. 1 to the existing construction contract with Banks Construction, LLC in the amount of $28,600.00 for the Michigan/Arkansas 2nd Street to 9th Street Waterline Replacement Project, UT1427.
