A. RECOGNITION/PROCLAMATION/PRESENTATION:

B. CONSENT AGENDA:
NOTE: All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion. There will be no separate discussion on those items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
1. Approve City Commission meeting minutes from 12/06/11.
2. Receive minutes from various boards and commissions:
Planning Commission meeting of 11/14/11
Convention & Visitors Bureau Advisory Board meeting of 10/26/11
3. Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
4. Approve licenses as recommended by the City Clerk’s Office.
5. Approve appointments as recommended by the Mayor.
6. Authorize the Mayor to sign a Subordination Agreement for Dawn Cope, 3507 W. 10th Street. Staff Memo - Added 12/19/11
C. CITY MANAGER’S REPORT: CM Report & Attachments
ADDRESSING THE COMMISSION: The public is allowed to speak to any regular agenda item or give public comment after first being recognized by the Mayor. Individuals are asked to come to the microphone, sign in, and state their name and address. Speakers should address all comments/questions to the Commission.
D. REGULAR AGENDA ITEMS:
1. Receive presentation from Westar Energy on the ReliabiliTree program.
ACTION: Receive presentation.
2. Consider the following Traffic Safety Commission (TSC) items:
a) Consider a request to establish Yield Signs on Moundview drive at Crestline Drive and consider adopting on first reading, Ordinance No. 8688 to install Yield Signs on Moundview Drive at Crestline Drive. (TSC Item 2; approved 7-1 on 11/7/11). Staff Memo TSC 11/7/11 Meeting Materials - Item #2
ACTION: Approve request to establish Yield Signs on Moundview Drive at Crestline Drive and adopt on first reading, Ordinance No. 8688 to install the signs, if appropriate.
b) Consider approving a recommendation from the Traffic Safety Commission to recommend the construction of traffic calming devices on Crescent Road. (TSC Item 2; approved 8-0 on 10/03/11). TSC 10/03/11 Meeting Materials - Item #2 Project would be constructed as funds are available.
ACTION: Approve installation of traffic calming devices, if appropriate.
3. Consider approving the 2012 Comprehensive Street Maintenance Program. Staff Memo & Attachments
ACTION: Approve the 2012 Comprehensive Street Maintenance Program, if appropriate.
4. Consider authorizing the distribution of a Request for Qualifications, RFQ1103, for geometric improvements and a westbound left-turn lane at 6th and Iowa, City Project No. PW1135 and consider adopting Resolution No. 6957, authorizing general obligation bonds in the amount of $900,000. I. CURRENT VACANCIES – BOARDS/COMMISSIONS:

Board of Zoning Appeals/Sign Code Board of Appeals:
One vacancy for a position that expires 09/30/13.
Community Development Advisory Committee:
One position expires 09/30/11. This is an at-large position.
Convention and Visitors Bureau Advisory Board:
Two vacancies – one position expires 07/01/14 and one position expires 07/01/15 and is designated for a hotel/motel industry representative.
Downtown Task Force:
Appointment of seven to eleven members available on this newly formed task force.
Electrical Code Board of Appeals:
One vacancy for a position that expired 03/31/11. Eligibility requirements exist for this board.
Two positions expire 01/31/12. Both are eligible for reappointment to additional terms.
One vacancy for a position that expired 11/30/11 and one position that expired 11/30/11 and is eligible for reappointment to an additional term.
Lawrence Citizen Advisory Board:
One vacancy for a position that expires 03/01/12.
Lawrence Cultural Arts Commission:
One position that expires 01/31/13 will become vacant 12/11. One vacancy for a position that expires 01/31/14. Three positions expire 01/31/12 and all are eligible for reappointment to additional terms.
Lawrence Douglas County Advocacy Council on Aging:
Several positions are vacant on this board.
Lawrence-Douglas County Bicycle Advisory Committee:
One vacancy for a position that expires 12/31/12 and one vacancy for a position that expires 12/31/13.
Public Transit Advisory Committee:
Three positions expire 12/31/11 and all are eligible for reappointment to additional terms.
One vacancy for a position that expires 04/30/14.
Two vacancies for positions that expire 12/31/12 and five positions that expire 12/31/11 and all are eligible for reappointment to additional terms.
Social Services Advisory Board:
