RE: Preliminary review of Glass Recycling Program proposals (R1109)
The Public Works Department has reviewed responses to the RFP for a Glass Recycling Program and recommends awarding the project to Ripple Glass. Staff will follow up with the vendor on the developing a contract and project details, such as size of containers.
General information on RFP: The City Commission authorized the distribution of request for proposals for city-wide glass recycling program on September 13, 2011. RFP’s were sent to ten (10) companies and placed on DemandStar. Five (5) responses were received, three (3) of which were courtesy letters declining to bid on the project. The primary components of the other two proposals are detailed below.
Evaluation of proposals: Staff evaluated proposals on overall cost of services (costs of inputs required by the City, services provided by the contractor without cost to the City, and payment for materials), the ability of the program proposed to meet the overall goal of expanding the number of city-wide drop-offs for glass in a sustainable manner, and the vendor qualifications. Below is a summary of the primary components of the proposed programs, by vendor.
Recommendation Action: Approve proposal from Ripple Glass for implementation of a city-wide drop-off glass recycling program.
